MINUTES BOARD OF SELECTMEN . ; October 6, 2020 5:00 P.M. Waterford Town Hall Zoom Remote Access Only Members Present: First Selectman Robert Brule; Selectwoman Jody Nazarchyk and Selectwoman Elizabeth Sabilia. 1. Call to order and Roll Call - First Selectman Brule called the meeting to order at 5:01pm Pledge of Allegiance Public Comment: Vincent Ukleja, Chief Quaker Hill Fire Department — On October 5, 2020, we had two fire related calls. One was an R1 to 15 Richards Grove Road which no apparatus got out. Also a fire and activation call at 11:15am at the Crystal Mall which no apparatus got out. Today, October 6, 2020, at 14:10pm we had a water emergency to McCook Point. W92 is our boat, which did not get out, due to no one being on site. Chief Ukleja did a follow up cail with Bruce Miller on these incidents. Waterford Youth and Family Services: To consider and act on a name change for the interfaith food locker to Waterford Community Food Bank, Motion was made by Ms. Nazarchyk and seconded by Ms. Sabilia to approve the request as stated. VOTE: 3-0 Finance Department: To consider and act on a request from Kimberly Allen, Finance Director for the attached FY20 Out of Series Transfer Requests and forward onto the Board of Finance as required. Motion was made by Ms. Nazarchyk and seconded by Ms. Sabilia to approve the request as stated and forward onto the Board of Selectmen. VOTE: 3-0 10. Minutes, Board of Selectmen 10/6/2020, Zoom Meeting Page 2 Public Works: To consider and act on a request from Rawle Dummett, Purchasing Agent, pursuant to Section 3.08.010 of the Purchasing Ordinance and on behalf of the Public Works Department is respectfully seeking the Board's approval to award the contract for the supply of this item to New England Lift Truck Corporation in the amount of $25,225.00. Funds will be available from Line Item 24207-54020. Motion was made by Ms. Nazarchyk and seconded by Ms. Sabilia to approve the request as stated. VOTE: 3-0 IT Department: To consider and act on a request from Rawle Dummett, Purchasing Agent, pursuant to Section 3.08.050 of the Purchasing Ordinance and on behalf of the IT Department, respectfully seeks a Bid Waiver for Apple iPads and Smart Covers to be provided by Apple Inc., in the amount of $51,450.00. Funds will be available from Line item #21460-59901. Motion was made by Ms. Nazarchyk and seconded by Ms. Sabilia to approve the request as stated. VOTE: 3-0 Recreation & Parks: To consider and act on a request from Rawle Dummett, Purchasing Agent, pursuant to Second 3.08.010 of the Purchasing Ordinance and on behalf of the Recreation and Parks Department, is respectfully seeking the Board’s approval to Award the contract for the project to Deschamps Mat Systems in the amount of $14,432.91. Funds will be available from Line Item 21637-54020 Reeves Grant, 21237-54181 Contributed Gifts and 10137-52420 Maintenance of Property. Motion was made by Ms. Nazarchyk and seconded by Ms. Sabilia to approve the request as stated: VOTE: 3-0. Police Department: To consider and act on a request from Rawle Dummett, Purchasing Agent, on behalf of the Police Department, pursuant to Section 3.08.040 of the Town Ordinances, to award Bid #20-107 Police Department 2021 Ford Utility Vehicles to be awarded to MHAQ, Inc., in the amount of $169,575. Funds will be available from Line tem #24207-54070 Vehicle Replacement. Motion was made by Ms. Nazarchyk and seconded by Ms. Sabilia to approve the request as stated: VOTE: 3-0. Disposal of Aged Assets: Miscellaneous broken and unusable office furniture. Ordinance, Chapter 2.112.020, Motion was made by Ms, Nazarchyk and seconded by Ms. Sabilia to approve the request as stated: VOTE: 3-0. 11. 12. 13. 14. 15. 16. Minutes, Board of Selectmen 10/6/2020, Zoom Meeting Page 3 Reject Bids: Bid #19-104(b) Thames River Dock Removal Project — Bids for the above mentioned proposal were opened on June 23, 2020, However; the Department of Economic and Community Development (DECD) in conjunction with the U.S, Navy has proposed significant modifications. The project will be re-advertised as an entirely new project as soon as the modified Bid Package is approved. Motion was made by Ms. Nazarchyk and seconded by Ms. Sabilia to approve the request as stated: VOTE: 3-0. EMPG — Emergency Management Performance Grant: To consider and act on a request from Steve Singara, Director of Emergency Management to review and approve the grant application for 2019 and 2020. Motion was made by Ms. Nazarchyk and seconded by Ms. Sabilia to approve the request as stated: VOTE: 3-0. New Business: First Selectman Brule requested that Selectwomen Nazarchyk and Sabilia stop by Town Hall toward the end of the week to sign off on bills that need to be paid. Also, to coordinate a Board of Selectmen Food Drive to benefit the Waterford Community Food Bank. As the holidays are coming up quickly, we can run one as a group and get a large turnout. First Selectman Brule is also working with Ledge Light to do a regional COVID-19 mobile/free testing opportunity here in Waterford at the end of October for families that do not have the means to get tested. Correspondence: none at this time. Consent Agenda: Meeting minutes from September 15, 2020.
