MEETING MINUTES ; ct RECEIVED FOR Conservation Commission WATE S August 26, 2021 : 630 PM 21 SEP -1 PH 3 34 Zoom Remote Access Only Members Present: Jessica Patterson, Geneva Renegar and Wade Thomas (tsViacariey) Members Absent: David Lersch, Richard Muckle and Tali Maidelis Alternates Present: Julie Wainscott, Ivy Plis (1 Vacancy) Staff Present: Maureen FitzGerald, Environmental Planner Katrina Kotfer, Recording Secretary 1. CALL TO ORDER AND APPOINTMENT OF ALTERNATES W. Thomas called the meeting to order at 6:34 p.m. I. Plis was seated for D. Lersch, J. Wainscott was seated for R. Muckle. 2. APPROVAL of the August 12, 2021 MEETING MINUTES Motion: Motion made by G. Renegar, second by J. Wainscott to approve the August 12, 2021 meeting minutes. Vote: 5-0 3. APPLICATION REVIEW C-21-08: 908 Hartford Turnpike — Multifamily Development — Cohanzie Partners, LP. - Applicant, Estate of Constance Rice - Owner, & Summer Hill Civil Engineers - Agent Mike Ott, PE, Summer Hill Civil Engineers, Sagan Simko, Wetland Scientist, BL Companies, Quandra Swayze, Harrison Consultants, and Harold Foley, were present for the applicant. M. Ott reviewed the project location and the proposal to construct two buildings with a total of 40 rental apartment units and a community building. M. Ott explained he was able to revise the drainage outlet location to provide a 50 foot vegetated buffer to the wetland. Responses to staff review comments were submitted. J. Wainscott questioned if there are plans to mark the wetland boundaries. M. Ott stated they are willing to add markers on trees or posts. Staff reviewed a memorandum dated August 26, 2021 of findings and consideration for decision on application C-21-08. Motion: Motion by I. Plis, second by J. Wainscott to approve application C-21-08 with the conditions and findings outlined in the memorandum dated August 26, 2021 prepared by staff. Vote: 5-0 4. NEW APPLICATIONS No new applications were received. 5. PAYMENT OF BILLS Motion: Motion made by I. Plis, second by J. Patterson to renew the membership for The Conservation Commission Minutes August 12, 2021 p.2 of 2 Arbor Day Foundation $20.00. Vote: 5-0 6. ADJOURNMENT Motion: Motion made by I. Plis, second by J.
