Public Comment:
e Victor Ferry (Beachwood Drive) — Spoke regarding the Ethics
Complaint filed and advised that the First Selectman is a member of
the Town Emergency Response Team and needs full access to a town
vehicle at all times. There is no political or personal gain.
Appropriation-CNR Funds — To consider and act on a request for an
appropriation from the Library Director, Christine Johnson, in the amount of
$1,091,200 from designated line #20536-57848 (Library HVAC Upgrade) and
forward on to the Board of Finance if approved.
MOTION by Muckle, seconded by Attanasio, VOTING IN FAVOR: 3-0,
MOTION PASSED
5. Additional Appropriation-Lead Copper Rule Revisions (LCRR)
Engineering Services Proposal —~ To consider and act on a request for an
additional appropriation from the Director of Utilities, James Bartelli, in the
amount of $98,363 and forward on to the Board of Finance if approved.
MOTION by Muckle, seconded by Attanasio, VOTING AGAINST: 0-3,
MOTION FAILED

6. Additional] Appropriation-Employees Payout — To consider and act on a
request for a FY23 additional appropriation from the Chief of Police, Marc
Balestracci, in the amount of $35,951.30 from designated line #10129-51420
(Patrol) and forward on to the Board of Finance if approved.
MOTION by Muckle, seconded by Attanasio, VOTING IN FAVOR: 3-0,
MOTION PASSED
7. Additional Appropriation-SCBA Upgrade Program — To consider and act
on a request for an additional appropriation from the Director of Fire Services,
Michael Howley, in the amount of $64,000 from designated line #20523-
57777 (SCBA up-Grade Program) and forward on to the Board of Finance if
approved.
MOTION by Muckle, seconded by Attanasio, VOTING IN FAVOR: 3-0,
MOTION PASSED
8. Bid Award: Bid RFP#23-133 On-Call Architectural Services: To consider
and act upon on a recommendation from Shea Davy, Purchasing Agent, to
award the bid to Antinozzi Associates Architecture & Interiors.
MOTION by Muckle, seconded by Attanasio, VOTING IN FAVOR: 3-0,
MOTION PASSED
9. Bid Award: 2006 tons of Treated Road Salt: To consider and act ona
recommendation from Shea Davy, Purchasing Agent, to award the bid to
Morton Salt, in the amount of $94.52 per ton in season and $94.52 per ton out
of season. Funds will be available from line #10130-55010 Town Aid Roads.
MOTION by Muckle, seconded by Attanasio, VOTING IN FAVOR: 3-0,
MOTION PASSED
10.Bid Award: Bid #23-126 Old Norwich Road Sewer Pump Station: To
consider and act on a recommendation from Shea Davy, Purchasing Agent,
to award the bid to Holzner Construction Company in the amount of
$2,113,850. Funds will be available from line #2053 1-57816, Old Norwich
Road Pump Station.
MOTION by Muckle, seconded by Attanasio, VOTING IN FAVOR: 3-0,
