Fire Services: To consider and act on the following request for a FY24 In-
Series Transfer from the Director of Fire Services, Michael Howley, in the
amount of $5,000 to cover numerous unexpected apparatus repairs.
. Fire Services: To consider and act on the following request for a FY24 Out- -
of-Series Transfer from the Director of Fire Services, Michael Howley, in the
amount of $18,595 to cover repairs forward on to the Board of Finance if
approved,
- Building: To consider and act on the following request for a FY24 Out-of-
Series Transfer from the Director of Planning, Jon Mullen, in the amount of
$1,000 to cover increases in fuel used and forward on to the Board of Finance
if approved.
. Additional Appropriation — Employee Payouts — To consider and act on a
request for a FY24 additional appropriation, for two Employee Payouts to line
#10129-51420 (Patrol), from the Chief of Police, Marc Balestracci, in the
amount of $34,063 and forward on to the Board of Finance if approved.
Police: To consider and act on the following request for a FY24 In-Series

Agent, to award Matchless Fire Protection LLC, in the amount of $51,494.28,
from line # 10111-52040 (Service Contract & Repairs) for Water-Based Fire
Protection Services.
Public Works-Surplus Assets: To consider and act on a recommendation
from Shea Davy, Purchasing Agent, on behalf of the Public Works Director,
Gary Schneider, for surplus disposal of the following items as they’ve outlived
their usefulness and will be disposed by auction on GovDeals:
e Asset #100451 — 2008 Set of 6 Mobile Column Lifts, Model: Rotary
(HP615-100), Serial # HAFO7J0001
Additional Appropriation — Employee Wage Increases — To consider and
act on a request for a FY24 additional appropriation, toward Employee Wage
Increases that were approved after the FY24 budget was submitted and
approved, from the Director of Finance, Kim Allen, in the amount of $2,887
and forward on to the Board of Finance if approved. Funds as follows:
* $330 to line 10107-51010 (elected officials)

Re: Bid Waiver-Eugene O'Neil Theater- Matchless Fire Protection LLC

In keeping with Section 3.08.050 of the Purchasing Ordinance, the Purchasing Agent,
on behalf of the Public Works and Building Maintenance department, respectfully seeks
a Bid Waiver to obtain Maintenance of Water-Based Fire Protection Services for the
Eugene O'Neil Theater, from Matchless Fire Protection LLC in the amount of
$51,494.28, Foregoing the bid is in the best interest of the town to reduce costs.
Funds will be made available in line 10111-52040 (Service Contracts & Repairs).

Re: Waiver of Bids - O'Neill Theater
The Department is requesting a waiver of bids to hire the firm, Matchless Fire Protection LLC.
They will address the fire sprinkler compliance concerns noted on the July 2022 annual
inspection report and previous reports of the Eugenie O'Neill Theater Center's buildings (15)
located at 305 Great Neck Road. Inspactions of the buildings is required by NFPA - 25,
Maintenance of Water-Based Fire Protection Systems. (Currently all town buildings ara being
inspected on the quarterly and annual schedule.)
Matchless Fire Protection LLC has been performing the inspections at the Theater Center for
20+ years and has provided the inspection reports to O'Neill, Each year, an atlempt was made
to correct ail that was found. This last report identifies all of the remaining items that must be
completed to become fully compliant.
The Department attempted to secure an additional quate from the current vendor servicing town
buildings, That vendor would not perform the inspection and provide a quote without having the
Tawn pay for the inspection effort first. To secure this inspections would cost $12,580. it can
be assumed that this second firm would identify the same deficiencies and cost about the same
for tha work. Thus going with a getting a second quote would add to the cost and it would
definitely add more time to getting these facilities safe and compliant with the Code.
The Department is working with the Town Fire Marshall to ensure that we move forward with
getting these buildings in compliance with the code, in the future, these buildings will be added
to our list for vendor service quotes.

Dear First Selectman Brule,
As one of nine municipalities within the Breezeline cable TV franchise, I want to remind you about the
Cable TV Advisory Council. Connecticut State Statute 16-331 establishes cable television advisory
councils. PURA Regulation Section 16-333-25 specifies that each municipality within the franchise
region shall appoint members to the advisory council. Appointed members may be residents, employees
or elected officials. Some municipalities have appointed their .T. Manager. The advisory council
members are active partners supporting the designated Community Access Provider programming and
operations and an advisory agent for community interests in communications with the Cable Television
company about policies, products, & services.
The senior elected official may appoint two members to represent Waterford. Your municipality’s Board
of Education may appoint one member to represent the Board of Education. If the Board of Education
does not appoint a member, the senior elected official may appoint a member to represent the Board of
Education. Open advisory council positions are shown at the bottom of this page. Additional information

On behalf of the Waterford Democratic Town Committee, | offer this letter of support for the
appointment of Evan Brown as an Alternate on the Zoning Board of Appeals. This seat became
vacant following the November municipal elections, and the appointee selected would serve the
remainder of the term that runs 11/16/21 through 11/18/25.
Before selecting Waterford as his hometown, Mr. Brown built an extensive résumé of public
service, community outreach, and working as support staff for state legislators from California to
southeastern Connecticut. He would welcome the opportunity to talk or meet with you before

I am interested in volunteering to work on the Waterford Wetlands Commission.
I am planning on retiring this spring from my career at Electric Boat for the past 40 plus years as
an Civil Engineer. My background has been in supporting the shipyard trades on heavy lifting
and handling operations from initial design to completion.
My wife Karen and myself raised our four children and participated in coaching soccer for many
years for both girls and boys and have volunteered with the Gull Island Tern project thru the
New York Museum of Natural History on Gull Island.
