MINUTES
BOARD OF POLICE COMMISSIONERS
May 13, 2024 at 5:00 p.m.
PRESENT: Commissioner C. Gamble, Commissioner R. Brule, Commissioner M.
Gelinas, Commissioner T. Sheridan
ABSENT: Commissioner J. Dimmock
DEPARTMENT: — Chief M. Balestracci, LT N. VanOverloop, LT D. Ferland, LT P.
Flanagan, Officer M. Devine, Officer M. Sylvestre, Sgt. Matthew Fedor,
Sgt. Z. Caler
CANDIDATES: Connor Abram, Julia DeLoreto, Julie Jordan, Nicolette Maselli
CALL TO ORDER AND ESTABLISH A QUORUM:
Commissioner Gamble called the meeting to order at 5:00 p.m. in the General Meeting Room of
the Waterford Police Department. A Quorum was established.
PLEDGE OF ALLEGIANCE
PUBLIC INPUT:
ACCEPTANCE OF MINUTES:
MOTION: Made by Commissioner Sheridan and seconded by Commissioner Gelinas to accept
the minutes from the April 8, 2024 Regular Meeting. Motion passed.

CORRESPONDENCE:
Correspondence was reviewed.
Presentation of the Waterford Police Department Life Saving Award to
Sgt. Matthew Fedor and Sgt. Zachary Caler.
TRAFFIC COMMISSION REVIEW:
Traffic report was received. Discussion ensued regarding two requests:
e Request for a concave mirror at the intersection of Point Comfort and Oswegatchie Road
e Request for a “Children at Play” sign on Locust Court.
Traffic Officer Devine explained that concave mirrors are no longer recommended at
intersections and suggested placing a sign at the intersection to make drivers on Oswegatchie
Road aware of traffic exiting Point Comfort.
MOTION: Made by Commissioner Gelinas and seconded by Commissioner Sheridan to
approve signage at the intersection of Point Comfort and Oswegatchie Road. Motion passed
unanimously.
A request for a speed sign or “Children at Play” sign was requested due to an increase in the
number of children in the Locust Court neighborhood. It was noted that there are no speed limit
signs posted and vehicles are traveling too fast for the roadway.
MOTION: Made by Commissioner Sheridan and seconded by Commissioner Gelinas to
approve “Children at Play” signage on Locust Court. Motion passed unanimously.
Commissioner Brule asked about adjusting the timing of the traffic light at the corner of Cross
Road and Boston Post Road to decrease traffic backup on Cross Road at busy travel times.
Officer Devine is in communication with DOT.

OLD BUSINESS:
a. Recording Commission Meetings — No new information at this time.
NEW BUSINESS:
a. SRO/ARO agreement was reviewed. Commissioner Gelinas noted a correction on page
1. Wording in the third bullet point, second sentence, should be changed from “Section
VII” to “Section VI”. Commissioner Sheridan was concerned about having an armed
officer in schools. Chief explained that responses to a questionnaire sent out by the BOE
were overwhelming in favor of having armed retired police officers in the schools. The
AROs will be BOE employees but will be trained by the PD. Discussion ensued.
MOTION: Made by Commissioner Gelinas and seconded by Commissioner Brule to approve
agreement with the above correction. Motion passed. Commissioner Sheridan opposed.
b. Police Commission Nominations for term starting June 1, 2024 as follows:
J. Dimmock, Chairperson; M. Gelinas Vice-Chairperson; T. Sheridan, Secretary;
Commissioner. C. Gamble
MOTION: Made by Commissioner Gelinas and seconded by Commissioner Brule to accept
nominations. Motion passed unanimously.

MOTION: Made by Commissioner Gamble and seconded by Commissioner Brule to enter into
Executive Session for candidate interviews at 5:29 p.m. Chief Balestracci was included in the
Executive Session. Motion passed unanimously.
The Board came out of Executive Session at 6:36 p.m. No votes or actions were taken while in
Executive Session.
MOTION: Motion made by Commissioner Gelinas and Seconded by Commissioner
Sheridan to extend offers to the top two candidates on the list for the current vacancies,
contingent on the candidates successfully completing the hiring process and background
investigations. Passed unanimously.
The order of the list shall be in effect for one year of this meeting. The list is as follows:

MOTION: Made by Commissioner Brule and Seconded by Commissioner Gelinas to adjourn
the meeting at 6:37p.m. Motion passed unanimously.
