MINUTES
BOARD OF POLICE COMMISSIONERS
March 11, 2024 at 5:00 p.m.
PRESENT: Commissioner R. Brule, Commissioner M. Gelinas, Commissioner J.
Dimmock, Commissioner C. Gamble, Commissioner T. Sheridan

CALL TO ORDER AND ESTABLISH A QUORUM:
Commissioner Gamble called the meeting to order at 5:00 p.m. in the General Meeting Room of
the Waterford Police Department. A Quorum was established.

ACCEPTANCE OF MINUTES:
MOTION: Made by Commissioner Gamble and seconded by Commissioner Dimmock to
accept the minutes from the February 12, 2024 Regular Meeting with the following correction
noted by Commissioner Gelinas: Under the caption “CALL TO ORDER AND ESTABLISH A
QUORUM” replace Commissioner Gamble with Commissioner Gelinas. Motion passed.
CORRESPONDENCE:
Correspondence was reviewed.
TRAFFIC COMMISSION REVIEW:

Traffic report was received.
CHIEF’S REPORT:
a. K9 Reports for February
February report was received.
b. Youth Reports for February
February report was received.
c. Investigative Services for February
February report was received.
d. Training Report for February
February report was received.
e. Records Report for February
February report was received.
f. Community Service Officer Report for February
February report was received.
g. Patrol Report for February
February report was received.
h. Animal Control Report for February
February report was received.
i. Community Engagement Report for February
February report was received.
OLD BUSINESS:
a. Recording Commission Meetings — No new information to report. The project is still a
work in progress.
b. The Chief of Police Job Description was reviewed as a few minor
' punctuation/grammatical revisions were made at the February 15, 2024 PRB Meeting.
The BOPC had no objections or concerns regarding the revisions.
NEW BUSINESS:
a. Interns Anamarielys Rodriguez, an ECSU student and Carlie Robinson, a WHS student

introduced themselves to the Commission.
b. Vision Zero — Traffic Officer Devine presented information about the Vision Zero
program, designed to eliminate traffic fatalities. Details on how to obtain camera location
approvals, and costs and billing procedures were discussed. Chief Balestracci said that a
few towns in the state are conducting research, but no town has actually applied for the
program at this time. The Commission agreed that more research is needed before
applying for the program is considered. Commissioner Sheridan expressed concern with
the billing process which requires being committed to a vendor. Chief said there’s more
questions than answers at this time.
c. State Accreditation — Administrative Sergeant Michael Fedor gave an update on the
accreditation process. Tier II has been achieved. Tier III has been completed, but due to
staffing issues will not be reviewed by the State until 2026
d. Sergeant Promotion — The Sergeant promotion will be held at the regularly scheduled
monthly meeting on April 8, 2024 at 5:00pm.
e. Chief reminded the Traffic Commission of already approved changes happening soon on
Willetts Avenue due to development in the area. Changes had been presented and
discussed at a previous meeting.
MOTION: Made by Commissioner Sheridan and Seconded by Commissioner Gelinas to
adjourn the meeting at 5:39 p.m. Motion passed unanimously.
