BOARD OF POLICE COMMISSIONERS
June 10, 2024 at 5:00 p.m.
PRESENT: Commissioner J. Dimmock, Commissioner R. Brule, Commissioner M.
Gelinas, Commissioner C. Gamble
ABSENT: Commissioner T. Sheridan

CALL TO ORDER AND ESTABLISH A QUORUM:
Commissioner Dimmock called the meeting to order at 5:00 p.m. in the General Meeting Room
of the Waterford Police Department. A Quorum was established.
PLEDGE OF ALLEGIANCE:
PUBLIC INPUT:
Tom Crowell, a retired Waterford police officer, presented information on a glass coating
material that is bullet resistant. He saw an impressive demonstration and wanted to make the
Town aware that it would be a good option for school safety.
ACCEPTANCE OF MINUTES:
MOTION: Made by Commissioner Gamble and seconded by Commissioner Gelinas to accept
the minutes from the May 13, 2024 Regular Meeting. Commissioner Dimmock abstained.
Motion passed.

CORRESPONDENCE:
Correspondence was reviewed.
TRAFFIC COMMISSION REVIEW:
Traffic report was received.
CHIEF’S REPORT:
a. K9 Reports for May

May report was received.
c. Investigative Services for May
May report was received.
d. Training Report for May
May report was received.
e. Records Report for May
May report was received.
f. Community Service Officer Report for May
May report was received.

May report was received.
OLD BUSINESS:
a. Recording Commission Meetings — Raised floor has been installed to allow for wiring
underneath. Furniture will arrive this week. Technical work has not begun yet.

NEW BUSINESS:
a. SRO Assignment — Officer Winters was chosen from three applicants for this position.
He will start in August at the elementary schools.
b. Armed Security Officer position — The application process is open and many applications
have been received. The ASO will be a BOE employee but will answer to the PD and the
BOE.
c. FEMA Hostile Actions Based Drill — Chief attended a debriefing session for the FEMA
drill that took place on May 4. FEMA officials informed Chief that the local response
was very well done. LT Flanagan was commended for how he handled situations that
arose during the drill.
d. End of Fiscal Year budget update — A surplus will be returned to the Town due to staff
vacancies through the year.
Commissioner Brule asked to make a few comments. He recognized Chief Balestracci, LT
Ferland, LT Flanagan, Sgt Nickerson and Officer Devine for their very impressive response
during the drill. He gave an update on the house adjacent to Great Neck School that was
purchased by the Town. He’s working with Habitat for Humanity to move the house to a
different location so it could be used by a family in need. He also announced that the Town is
now recognizing Juneteenth as an official holiday.
Chief Balestracci requested an Executive Session for personnel discussion.
MOTION: Made by Commissioner Gelinas and seconded by Commissioner Gamble to enter
into Executive Session for personnel discussion. Chief Balestracci was included in the Executive
Session. Motion passed unanimously.
The Board came out of Executive Session at 5:40 p.m. No votes or actions were taken while in
Executive Session.

MOTION: Made by Commissioner Gamble and Seconded by Commissioner Gelinas to adjourn
the meeting at 5:40 p.m. Motion passed unanimously.
