MINUTES BOARD OF POLICE COMMISSIONERS September 8, 2025 at 5:00 p.m. PRESENT: Commissioner C. Gamble, Commissioner M. Gelinas, Commissioner R. Brule, Commissioner Sheridan DEPARTMENT: Chief M. Balestracci, LT N. VanOverloop, LT D. Ferland, LT P. Flanagan, Officer M. Sylvestre, Officer Mark Devine CALL TO ORDER AND ESTABLISH A QUORUM: Commissioner Gelinas called the meeting to order at 5:00 p.m. in the Town Hall Auditorium. A Quorum was established. PLEDGE OF ALLEGIANCE PUBLIC INPUT: ACCEPTANCE OF MINUTES: MOTION: Made by Commissioner Gamble and seconded by Commissioner Brule to accept the August 11, 2025 Regular Meeting minutes. Motion passed. CORRESPONDENCE: Correspondence was reviewed. TRAFFIC COMMISSION REVIEW: Traffic report was received. CHIEF’S REPORT: a. K9 Reports for August August report was received. b. Youth Reports for August August report was received. c. Investigative Services for August August report was received. d. Training Report for August August report was received. e. Support Services Report for August August report was received. f. Patrol Report for August August report was received. g. Animal Control Report for August August report was received. h. Community Engagement Report for August August report was received. OLD BUSINESS: None. NEW BUSINESS: a. Discussion was made regarding a change in the Annual Report. Chief Balestracci stated the change would be corrected. MOTION: Made by Commission Gelinas and seconded by Commissioner Sheridan to approve the Annual Report. Motion passed unanimously. b. Discussion was made regarding the e-bike issues in town along with the correspondence letter from First Selectman Brule regarding the subject. A brochure has been completed to use as education for students, teachers and parents in town. Chief Balestracci is to meet with the superintendent of schools regarding class presentations to further educate students. A public service announcement video will also be available before Christmas 2025 as sales for e-bikes is expected to increase during the holiday season. Commissioner Sheridan left the meeting at 5:31 p.m. c. Discussion was made regarding the email from the Chamber of Commerce. MOTION: Made by Commissioner Gamble and seconded by Commissioner Brule to adjourn the meeting at 5:37 p.m. Motion passed unanimously. Respectfully submitted by: Recording Secretary
