CALL TO ORDER AND ESTABLISH A QUORUM:
Commissioner Gamble called the meeting to order at 5:01 p.m. in the General Meeting Room of
the Waterford Police Department. A Quorum was established.
ACCEPTANCE OF MINUTES:
MOTION: Made by Commissioner Gelinas and seconded by Commissioner Dimmock to accept
the minutes from the June meeting, Commissioner Brule abstained. The motion passed.
CORRESPONDENCE:
Correspondence was reviewed.

TRAFFIC COMMISSION REVIEW:
Traffic report received.
CHIEF’S REPORT:
a. K9 Reports for June
June report was received.
b. Investigative Services and Youth Reports for June
June report was received.
c. Training Report for June
June report was received.
d. Records Report for June
June report was received.
e. Community Service Officer Report for June
June report was received.
f. Patrol Report for June
June report was received.
g. Animal Control Report for June

h. Community Engagement Report for June
June report was received.
Commissioner Brule reported that residents have contacted his office to express concern
regarding the fireworks debris found at Bates Woods near the kennels. He requested to be
updated with any findings of the investigation into the incident.
OLD BUSINESS:
a. Chief spoke regarding Airbnb letter to Planning & Zoning, He is waiting for the
revised version from the Attorney.
b. Chief of Police Selection Process - Commissioner Dimmock had no updates at this
time. He expects to have more information at the next meeting,

NEW BUSINESS:
a, Ledyard will be presenting the Special Response Team Agreement to their Town
Council. If approved, the agreement can be signed by Waterford First Selectman Rob
Brule and the Ledyard Mayor. Chief Balestracci announced that the PD acquired a
retired senior citizen van this week that will be retrofitted to suit the needs of the
SRT.
b. The Rotary Club has extended a membership offer to Officer Fredricks as the WPD
representative. Discussion ensued about the Club’s contributions to the community
including the contributions to Citizens Academy.
c. Chief Balestracci announced LT David Ferland’s acceptance into the FBI National
Academy. LT Ferland will attend the ten-week course starting in April 2023.
MOTION: Made by Commissioner Brule and seconded by Commissioner Gelinas to allow
resident attending the meeting to briefly discuss golf cart use. Passed unanimously.
Resident John Valliere requested approval of golf cart use in areas of Waterford. Discussion
ensued regarding rules and requirements. It was requested that this topic be added to next
month’s BOPC Agenda.
MOTION: Made by Commissioner Brule and seconded by Commissioner Gelinas to adjourn
the meeting at 5:38 p.m. Passed unanimously.
