SPECIAL MEETING MINUTES
BOARD OF POLICE COMMISSIONERS
September 29, 2022 at 5:00 p.m.

Dimmock, Commissioner R. Brule
DEPARTMENT: Chief M. Balestracci, Sgt. T. Gelinas, Off. Nicolas Surdo
CANDIDATES: Christopher Ewing, Ryan Kelly, Andrew Reed
CALL TO ORDER AND ESTABLISH A QUORUM:
Commissioner Gamble called the meeting to order at 5:01 p.m. in the General Meeting Room of
the Waterford Police Department. A Quorum was established.
MOTION: Made by Commissioner Gamble and seconded by Commissioner Dimmock to enter
into Executive Session to conduct Police Officer Interviews at 5:07, Chief Balestracci was
included in the Executive Session. Motion passed unanimously.
The Board came out of Executive Session at 5:54 p.m., no votes or actions were taken while in
Executive Session.
MOTION: Motion made by Commissioner Dimmock and Seconded by Commissioner Gelinas
to extend offers to the top two candidates for the current vacancies, contingent on the candidates
successfully completing the hiring process and background investigations. The order of the list
shall be in effect for one year of this meeting. The list is as follows:
1. Andrew Reed
2. Christopher Ewing
3. Ryan Kelly

MOTION: Made by Commissioner Dimmock and Seconded by Commissioner
Gelinas to adjourn the meeting at 5:56 p.m. Passed unanimously.
