1. CALL TO ORDER AND APPOINTMENT OF ALTERNATES
Chairman Muckle called the meeting to order at 6:30 p.m. Ivy Plis was seated for the vacancy
and J. Wainscott was seated for D. Lersch.
2. APPROVAL of the February 25, 2021 MEETING MINUTES
Motion: Motion made by T. Maidelis, second by G. Renegar to approve the February 25,
2021 meeting minutes.
Vote: 6-0-1 J. Wainscott abstaining.
3. APPLICATION REVIEW
C-16-1 Town of Waterford General Permit — Proposed Drainage Pipe Replacement Gallows Lane
Staff reviewed with the Commission the proposed pipe replacement location and photos showing
the existing site conditions.
Motion: Motion made by J. Wainscott, second by W. Thomas to find the proposed work is
consistent with the general drainage system maintenance permit #C-16-01.
Vote: 7-0
4. NEW APPLICATIONS
No new applications were received.
5. VIOLATIONS
54 Rope Ferry Road — Unauthorized Clearing of Vegetation and Soil Grading Within and
Adjacent to Intermittent Watercourse at Rope Ferry Condominiums — Notice of Violation dated
February 5, 2021
Staff reported that the Homeowner’s Association has hired Turner Environmental to prepare a
stabilization and restoration plan. Slope stabilization and seeding of exposed soils is scheduled
to be conducted the week of April 8, 2021.
14B Shore Road — Unauthorized Culvert Installation and Fill Placement within Wetlands and
Watercourses — Notice of Violation November 12, 2020 — Wetland Enhancement Plan to be
submitted by May 31, 2021 and implemented within 90 days of approval.
Norm Thibeault, PE. Killingly Engineering Associates, Jan Cole and Dave Reagan were
available at the meeting. Staff reviewed with the Commission a proposed pond enhancement
plan submitted by Mr. Cole. N. Thibeault noted that the property owner is looking to install a 5

ft. high stone wall at the property boundary, a portion of which will cross over the drainage
culvert on the north side of the pond. He stated that in his professional opinion the existing
drainage culvert is capable of supporting the proposed decorative stone wall and the proposed
decorative wall will not impact the wetlands on the property.
Staff noted that the proposed wall is not part of the wetland enhancement, but activity near a
wetland. Staff recommended that the final planting plan include shrubs along the edge of thee
enhancement area to define the boundary and deter encroachment. I. Cole stated the property
owner is willing to commit to planting an additional 60-80 shrubs at 6 ft. spacing to mark the
boundary. These boundary shrubs would be landscape varieties not wetland plants.
J. Wainscott asked if there are proposed non-encroachment markers planned. Chairman Muckle
requested the boundary be marked with posts and markers to identify the wetland protection
area.
Staff inquired if the draft enhancement plan is on the right track to satisfy the corrective actions.
The Commission by a show of hands agreed that the property owner is headed in the right
direction for the proposed enhancement plan with the amendments discussed.
6. OTHER BUSINESS
C-14-2 105 Boston Post Road — 2020 Created Wetland & Detention Basin Monitoring Report
Staff reviewed with the Commission the 2020 Monitoring Report prepared by New England
Environmental Services for the created wetland and stormwater treatment pond. She noted that
this is the second of three years of monitoring required by the permit.
