CALL TO ORDER AND APPOINTMENT OF ALTERNATES Chairman Muckle called the meeting to order at 6:30 p.m. Ivy Plis was seated for M. Stankov. 2. APPROVAL of the February 11, 2021 MEETING MINUTES Motion: Motion made by T. Maidelis, second by I. Plis to approve the February 11, 2021 meeting minutes. Vote: 5-0-1 W. Thomas abstaining. 3. APPLICATION REVIEW C-21-1 55 & 65 Rope Ferry Road — Invasive Species Management/Wetland Restoration Plan — Brian Flaherty, Applicant, Town of Waterford, Owner The Commission reviewed the draft permit. Motion: Motion made by T. Maidelis, second by G. Renegar to approve the draft permit as written. Vote: 6-0 4, NEW APPLICATIONS No new applications were received. 5. VIOLATIONS 54 Rope Ferry Road — Unauthorized Clearing of Vegetation and Soil Grading Within and Adjacent to Intermittent Watercourse at Rope Ferry Condominiums — Notice of Violation dated February 5, 2021 Cheryl Sirpenski and Jack Cunningham were present as representatives of the Rope Ferry Commons Condominium Association. Staff reviewed photographs of the stream and embankment were the work was conducted. She noted that there was disturbance to approximately linear 250 feet and excavated materials were spread on the eastern embankment. She recommended the exposed soils be stabilized to prevent sediment traveling into the stream and ending in the pond that was hydro-raked last year. Staff asked the Commission for guidance on required restoration. J. Cunningham noted the work was completed in approximately half a day. Sirpenski said the Association would like to install pollinator plantings along the stream and will be hiring an environmental agent to assist with the restoration plan. The Commission reached a consensus to require the exposed soils stabilized with erosion control measures by April 15, 2021 and a restoration plan for the stream channel, adjacent wetland and embankment to restore riparian habitat submitted by April 30, 2021. 14B Shore Road — Unauthorized Culvert Installation and Fill Placement within Wetlands and Watercourses — Notice of Violation November 12, 2020 — Wetland Enhancement Plan to be submitted by May 31, 2021 and implemented within 90 days of approval. Staff reported that she had received notification from the engineer of record that he will be working on the wetland enhancement plan. 6.
