1. CALL TO ORDER AND APPOINTMENT OF ALTERNATES
Chairman Muckle called the meeting to order at 6:31 p.m. J. Wainscott was seated for the
vacancy.
2. APPROVAL of the April 8, 2021 MEETING MINUTES
Motion: Motion made by W. Thomas, second by G. Renegar to approve the April 8, 2021
meeting minutes.
Vote: 5-0
3. APPLICATION REVIEW
No applications were discussed.
4. NEW APPLICATIONS
C-21-02 1000 Hartford Turnpike: Drainage Outlet Swale Extension — Department of Public Works,
Applicant, Anchor Engineering, Agent
Dan Matheson, Assistant Public Works Director, was available for the application and explained
the intent of the swale is to move water away from the outlet, which is currently underwater.
Staff reviewed with the Commission photos of the existing outlet and proposed location of the
swale. D. Matheson noted that the swale will not be steep.
I. Plis was seated for J. Patterson.
Motion: Motion made by D. Lersch, second by J. Wainscott to have staff prepare a draft
permit for approval.
Vote: 6-0
5. VIOLATIONS
54 Rope Ferry Road — Unauthorized Clearing of Vegetation and Soil Grading Within and
Adjacent to Intermittent Watercourse at Rope Ferry Condominiums — Notice of Violation dated
February 5, 2021
Staff reminded the Commission that the wetland restoration plan is due by April 31, 2021. She
noted she had been in discussion with the Association’s soil scientist Richard Snarski and
anticipates reviewing a plan with the Commission at their next meeting.

Watercourses — Notice of Violation November 12, 2020 — Wetland Enhancement Plan to be
submitted by May 31, 2021 and implemented within 90 days of approval.
Staff reviewed with the Commission the letter sent to the property owner and his team notifying
him of the Commission’s approval with conditions of the buffer enhancement plan and the
planting layout plan that she had received. She noted she will present photos of the area when
the planting is completed.

No other business was discussed.
