Establishment of a quorum and call to order:
A quorum was established and a call to order was established at 7:00 pm,
March 9, 2022.
Public comment: No public comment was made.
Motion by John Sheehan and seconded by Baird Welch-Collins to remove three
budgets Ethics Commission, Conservation of Health and Public Health Nursing
from the table and move to a new night if there is no one to answer questions.
Vote: 7-0-0 Motion: Passed
Standing Motion: was made by Ronald Fedor and seconded by John Sheehan to
tentatively approve the budget requests for FY22/23 for the remainder of the
budget meet.
Ethics Commission Budget:
Motion by Ronald Fedor and seconded by Baird Welch-Collins to move to table
the Ethics Commission budget since there was no one to answer questions.
Vote: 2-5-0 Motion: Failed
A request was made by the Board of Finance that the First Selectman call the
Chair of the Ethics Commission and let him know that the Board of Finance was
not happy that he did not attend the meeting.
Motion by Ronald Fedor and seconded by John Sheehan to approve the Ethics
Commission budget request for FY22/23 in the total amount of $850.
Vote: 6-1-0 Against: Ronald Fedor Motion: Passed

Conservation of Health Budget:
Motion by Ronald Fedor and seconded by John Sheehan to approve the
Conservation of Health budget request for FY22/23 in the total amount of
$148,126.
Vote: 7-0-0 Motion: Passed
Public Health & Nursing Budget:
Motion by Ronald Fedor and seconded by John Sheehan to approve the Public
Health & Nursing budget request for FY22/23 in the total amount of $26,000.
Vote: 7-0-0 Motion: Passed
Economic Development Commission Budget:
Motion by John Sheehan and seconded by Joe Filippetti to reduce line item
10113-52050 Dues, Conference and Education by $2,470.
Vote: 3-4-0 Motion: Failed
Motion by Ronald Fedor and seconded by John Sheehan to approve the
Economic Development Commission budget request for FY22/23 in the total
amount of $27,471.
Vote: 7-0-0 Motion: Passed
Conservation Commission Budget:
Motion by Ronald Fedor and seconded by John Sheehan to approve the
Conservation Commission budget request for FY22/23 in the total amount of
$18,250.

Planning & Zoning Budget:
Motion by Ronald Fedor and seconded by John Sheehan to approve the Planning
& Zoning budget request for FY22/23 in the total amount of $657,972.

Zoning Board of Appeals Budget:
Motion by Ronald Fedor and seconded by John Sheehan to approve the Zoning
Board of Appeals budget request for FY22/23 in the total amount of $4,310.
Vote: 7-0-0 Motion: Passed
Building Department Budget:
Motion by Ronald Fedor and seconded by John Sheehan to approve the Building
Department budget request for FY22/23 in the total amount of $316,641.
Vote: 6-0-1 Abstain: Ronald Fedor Motion: Passed
Flood & Erosion Control Budget:
Motion by Ronald Fedor and seconded by John Sheehan to approve the Flood &
Erosion Control budget request for FY22/23 in the total amount of $2,138.
Vote: 7-0-0 Motion: Passed
Review Projected Revenue:
There is a 15% reduction in State funds, however; the tiered pilot programs now
are delivered in on lump sum. Last year we did not have any LoCIP, this year we
do have $115,890 coming in from the state. In Education Grants, we do have a
decrease of $10,000.

Motion by John Sheehan and seconded by Baird Welch-Collins to adjourn the
Budget Meeting of the Board of Finance at 9:33 p.m.
