meeting minutes.

3. APPLICATION REVIEW
#C-22-3 30 Douglas Lane — Demo and Rebuild Home, Albert Bove, Owner & Applicant, Joe
Wren, (Indigo Land Design, LLC) Agent
No representative for this application was present. The Commission reviewed the revised wetland
delineation incorporated into the site plan and discussed the proposed proximity of the driveway to
the wetland area. The Commission recommended the driveway design be modified to provide a
minimum 20 ft. wide set-back from the down-gradient wetlands, intersect Douglas Lane in a “T”
configuration, provide a low berm along the down-gradient edge of the driveway to control erosion
of driveway materials and the discharge of sediment into the down-gradient wetland and
watercourse, and to extend the paved apron to elevation 122 or more to reduce erosion potential of
the driveway materials into Douglas Lane. The Commission directed staff to have the applicant’s
agent address these recommendations and review the design and location of the proposed leak-offs.

5. CONSERVATION OUTREACH
J. Patterson discussed ideas with the commission for an education and outreach program to start
within community and potential ways to focus on and connect with children and adults including
library programs, police outreach, and other programs being used currently. She recommended the
program materials focus on easy facts and points children can connect with such as clean
groundwater, recycling, waste and pollution control. Promotion of the effort could include Town
websites, social media and utilizing community partners/ local businesses to provide incentives for
participation. Commissioners were requested to bring four potential topics or focus points for
discussion at the next meeting.

7. OTHER BUSINESS — C-12-7 11 PEPPERBOX ROAD — Request for permit extension
Motion: Motion made by T. Maidelis, second by W. Thomas to approve an extension of permit
C-12-7 to June 2026.
Vote: 6-0-0
C-22-3 — 30 Douglas Lane
Motion: Motion made by I. Plis, second by W. Thomas to recall item #3 on agenda.
Vote: 6-0-0
J. Wren, agent apologized for being late to the meeting and thanked the Commission for letting him
review the revised plan. He reviewed the added wetland boundary limits in proximity of the
Douglas Lane culvert, the proposed location of the septic system and measures included in the
driveway design in response to staff review comments. The driveway surface will consist of
compacted existing substrate. Erosion and sediment controls were added between the driveway and
the adjacent wetland boundary, leak-offs composed of 1 2” — 2” stone are proposed to reduce
concentrated run-off flows in the driveway.
Staff reviewed the recommended modifications previously discussed by the Commission. J. Wren
replied he could make the modifications and recommended the pavement extend to the right-of-way
limit. The Commission agreed and requested the location of the leak-offs be reviewed during
‘ construction and modified as needed to control potential driveway erosion.
Motion: Motion made by W. Thomas, second by J. Patterson to have staff prepare a draft
permit with the modifications and conditions discussed.
