MINUTES BOARD OF POLICE COMMISSIONERS 2020 DEC 15 AM Q: DECEMBER 14, 2020 ee i an ge Zoom Meeting Join Zoom Meeting https://us02web.zoom.us/j/89020724435 PRESENT: Chairman; James Dimmock, Vice Chairman; Mark Gelinas, Thomas Sheridan, Secretary; Christopher Gamble and Robert Brule Commissioners DEPARTMENT: Chief Mahoney, Lt. Silva, Lt. Balestracci, Lt VanOverloop, Training Sergeant Ferland, and Traffic Officer Spearrin CALL TO ORDER AND ESTABLISH QUORUM: Chairman Dimmock called the meeting to order at 5:00 p.m. A Quorum was established. PUBLIC INPUT No public input. ACCEPTANCE OF MINUTES: Acceptance of the November 9, 2020 and special meeting minutes of November 16, 2020 meeting. MOTION: made by Commissioner Gelinas and SECONDED by Commissioner Gambel to accept the meeting minutes of November 9, 2020 and special meeting minutes of November 16, 2020. PASSED. CORRESPONDENCE: thank you note from Paul Hamler Jr to Sergeant Avdevich and Officers Malbaurn and Rogers, thank you email from Lt. Balestracci to Officers Surdo, Firmin, Genung, Zaldivar, and Swarr. TRAFFIC COMMISSION REVIEW AND TRAFFIC REPORT FOR NOVEMBER Traffic Officer Spearrin reviewed the report with the Commission. Report was received. CHIEF’S REPORT a. Retirement letter from Marlena Montgomery b. November K-9 Reports Reports were received. c. November Investigative Services & Youth Report Reports were received. d. November CSO Report Report was received. g. November Patrol Report Report was received. h. November Animal Control Report Report was received. OLD BUSINESS a. Retirement Commission MOTION: made by Commissioner Brule and SECONDED by Commissioner Gamble to nominate Commissioner Gelinas as the representative from the Board of Police Commissioners to the Retirement Commission effective for one year of the date of this meeting. Passed unanimously. b. Civilian Complaint Notifications Chief Mahoney stated he has spoken to several Aitorney’s, Town, Union, FOI and he will prepare a document for the Commission’s next meeting to review. c. Homeless Camp Lt. Balestracci updated the Commission on the homeless camp behind Charter Oak. He noted the site has been cleaned up and all residents have been placed. Everyone thanks Lt. Balestracci and the Department for all their hard work on this matter, d. Budget Chief Mahoney stated that the Administrative Team was able to reduce the Police Department Budget from 1.77% to 1.05%. Criminal Justice Classes at High School Commissioner Gamble thanked the Chief and the Department for the Criminal Justice classes that are being taught in the High School. He stated he is very appreciative and the students enjoy the classes.
