Silva, Lt VanOverloop, Traffic Officer Spearrin ALSO PRESENT: _ Resident Mary Childs, Resident Michele Dibuono CALL TO ORDER AND ESTABLISH QUORUM: Chairman Dimmock called the meeting to order at 5:00 p.m. A Quorum was established. PUBLIC INPUT Michele Dibuono of 166 Niantic River Rd- Michele has been corresponding with Traffic Officer Spearrin, Chief Mahoney and Selectman Brule in regards to the speeding and traffic issues on Niantic River Rd., in particular the section of 166 in which there was a recent fatal accident. Michele is seeking ideas for a short term and long term solution. The board discussed putting up portable signs for the short term as well as increased enforcement in the area. The longer term plans are to work with UCONN to have a study conducted and have them assess and make recommendations for a long term solution. Chief Mahoney spoke of the Police Department applying for a grant with the Rapid Flashing Beacon Project to potentially put up permanent flashing signs, however; this is not a guarantee because the Town of Waterford may not meet all of the criteria for the grant. There currently is not money in the budget for the permanent flashing signs to be funded. Traffic Officer Spearrin states that he had to apply for an exception due to not meeting the criteria for the grant from Rapid Flashing Beacon Project. Chief Mahoney informed Michele that the temporary traffic sign could be placed in the area. Commissioner Sheridan spoke of the potential to implement a traffic calming mechanism which they use in Europe to slow down the traffic, this would incur costs to reconstruct the road. Michele Dibuono brought up the issue of the telephone poles that are placed in the middle of the sidewalk and Selectman Brule is working on the issue to get them moved. He has spoken with respective utilities to find out who owns the poles, and he will continue to move forward with getting the issue corrected. ACCEPTANCE OF MINUTES: Acceptance of the Meeting Minutes of January 2021 meeting. MOTION: made by Commissioner Gelinas and SECONDED by Commissioner Sheridan to accept the meeting minutes of January 2021. PASSED. CORRESPONDENCE: Police Department line item transfer, from Custodian line item to Building Maintenance to cover the cost of the cleaning company. TRAFFIC COMMISSION REVIEW AND TRAFFIC REPORT Traffic Officer Spearrin reviewed the report with the Commission. Report was received. CHIEF’S REPORT a. K-9 Reports Reports were received. b. Investigative Services & Youth Report Reports were received. c. Training Report Report was received d. Records Report Report was received @ CSO Report Report was received. f. Patrol Report Report was received g. Animal Control Report Report was received. OLD BUSINESS Chief Mahoney reports that the Mental Health assessment is in the works and he has spoken with the Town attorney and the Union President to make the process fair, and unbiased. Chief is also working with the Town for the Drug Screening to make sure the Department is in compliance. The Detective and Sergeant promotion will be handled on February 17", BOPC special meeting. NEW BUSINESS The roof at the PD is leaking in the Investigations Suite and Public Works is working to get it fixed. Selectman Brule has been working with Elizabeth MCGee regarding DEI (Diversity Equity and Inclusion) to come up with ideas on what the Town Of Waterford needs to do. A committee is being formed in town and Selectman Brule is hoping the Police Commission would consider speaking with Elizabeth to see if there is something that she could help them with.
