BOARD OF POLICE COMMISSIONERS
March 8, 2021

PRESENT: Chairman James Dimmock, Vice Chairman Mark Gelinas, Thomas Sheridan Secretary;
Christopher Gamble, Robert Brule Commissioners, and Liaison Mark Geer
DEPARTMENT: Chief Mahoney, Lt. Silva, Lt. Balestracci, Lt VanOverloop, Training Sergeant
Ferland, Sgt. Spearrin, and Traffic Officer Jake Nickerson
CALL TO ORDER AND ESTABLISH QUORUM:
Chairman Dimmock called the meeting to order at 5:03 p.m. A Quorum was established.
PUBLIC INPUT
No public input.
ACCEPTANCE OF MINUTES:
MOTION: made by Commissioner Gelinas and SECONDED by Commissioner Gamble to accept the
meeting minutes of February 8 ,2021. Motion was voted on and passed.
CORRESPONDENCE: Letter of Commendation from LT. VanOverloop for ACO Yucknik for the
work he has done with a feline hoarding issue, Letter from Tom Sheffer for a job well done, and a
pleasant experience with the Waterford PD in response to a Cell Phone that was stolen
TRAFFIC COMMISSION REVIEW AND TRAFFIC REPORT FOR NOVEMBER
Traffic Officer Spearrin reviewed the report with the Commission. Report was received.
CHIEF’S REPORT
a. February K-9 Reports
Reports were received.

OLD BUSINESS
a. Promotional Process for Sergeant and Detective have been completed. Det Leigh Bonkowski is
acting in her new position as well as Sgt. Spearrin.
Roof leaks at the PD, the leaks have stopped for the time being, we will see how it is next
winter.
NEW BUSINESS
a.
The police accountability bill is causing a lot of in house changes at the PD. The Training
Sergeant position is now going to be an administrative Sgt. Sgt. Dave Ferland will be
assuming the Administrative Sgt. Position, Nick Surdo will be moving to the newly created
Training Officer position. Offices have been moved around within the building to
accommodate the movement. Jake Nickerson will be the new Traffic Officer and will become
a familiar face at the BOPC meetings. All CT police departments are required to become
CALEA (Commission on Accreditation for Law Enforcement Agencies), accredited. The
accreditation process will take approximately 2 years and will require many policy changes for
the department.
Mark Geer has been appointed the liaison on for finance on the BOPC and will be at the
meetings to be able to make the finance department aware of any financial issues that may be
coming up that will affect the Town financially.
ADJOURNMENT- a motion was made by Mark Gelinas to adjourn the motion was seconded by
Chris Gamble motion was voted on and passed at 5:32 pm.
