CALL TO ORDER AND APPOINTMENT OF ALTERNATES The meeting was called to order by Chairman Muckle at 6:30PM. I. Plis was seated for the vacant seat. 2, APPROVAL OF THE July 13, 2023 Meeting Minutes Motion: Made by W. Thomas and seconded by G. Renegar to approve the July 13, 2023 meeting minutes. Vote: 4-0-2 [I. Plis, T. Maidelis abstaining] 3. NEW APPLICATIONS | €-23-4 105R and 125 Old Colchester Road: Section 4.1a. Proposed Timber Harvest Austin Harmon of Hull Forest Products provided details of the timber harvest in the upland and along the edge of the wetland to thin trees. Approximately 31,000 board feet or 87 cords will be removed. The activity proposes to use 2 existing trail crossings through the wetland. A. Harmon stated temporary mats or corduroy will be placed in the wetland crossings to protect wetlands. Access from Old Colchester Road will be coordinated with Eversource. Areas of upland will be harvested in patch cuts for future planting of crops or apple trees. Project length is estimated to be 2 months depending on weather conditions. Motion: Made by T. Maidelis and seconded by W. Thomas to approve the timber harvest as a permitted use in accordance with Section 4.1a of the regulations. Vote: 6-0-0 4, APPLICATION REVIEW — No discussion. 5. VIOLATIONS 93 Shore Road: Violation of Inland Wetland Permit C-22- 18: Notice of Violation & Corrective Actions Issued 6 16 2023; restoration required by 7 20 2023 Staff provided photos dated 7 27 2023 of the site indicating the unauthorized fill has been removed, soils graded and seeded, and re-growth in wetland areas. Staff recommended the Commission find that the required corrective actions are completed. Motion: Made by M. Keatley and seconded by W. Thomas to find the corrective actions have been completed and to close the violation. Vote: 6-0-0 Conservation Commission Agenda July 27, 2022 Page 2 of 2 47 Great Neck Road: Unauthorized Activity within Inland Wetlands & Watercourses; Restoration Required by 7 1 2023 Staff provided photos dated 7 27 2023 showing boulder placement, vegetative re-growth and non- encroachment markers around the wetland area affected. Motion: Made by I. Plis and seconded by G. Renegar to find the corrective actions have been completed and to close the violation. Vote: 6-0-0 577 Vauxhall Street Extension: Unauthorized Activity within Inland Wetlands & Watercourses Notice of Violation & Corrective Actions - Issued 6 14 2023, Restoration required by 11 1 2023. Staff noted that she has spoken with the owner to explain that a new proposed patio location requires the owner to submit an application for a revised inland wetland permit. 6. OTHER BUSINESS Staff distributed a membership renewal form for Connecticut Association of Conservation and Inland Wetlands Commissions (CACIWC) for July 1 — June 30, 2024 Motion: Made by M. Keatley and seconded by W. Thomas to renew the $75.00 dollar membership. Vote: 6-0-0 7. CORRESPONDENCE - None received 8. ADJOURNMENT Motion: Made by W. Thomas and seconded by G.
