BOARD OF SELECTMEN
Regular Meeting
Tuesday, February 18, 2020

(Procedural Action: Check register to be signed by Board of Selectmen in accordance
with CGS 7-83)
1. Call to order: First Selectman Brule called the meeting to order at
6:18pm.
2. Public Comment:
3. Selectman’s Office:
3a. Toconsider and act on the following resolution relating to Regional
Performance Incentive Program grant application by SCCOG:
RESOLVED, that the Town of Waterford, CT hereby endorses and authorizes the Southeastern
Connecticut Council of Governments (SCCOG) to make application to the Connecticut Office of
Policy and Management (OPM) for Regional Performance Incentive Program (RPIP) funding for
three projects: a Regional Code Enforcement Official ($100,000); a Regional Grant Writer
($80,000); and a Regional Human Resources Staff/Consultant ($80,000); all of which could
benefit the municipalities of the SCCOG region; and
FURTHER RESOLVED, that the Town of Waterford, CT, authorizes the Council’s Executive
Director, James S. Butler, to make these applications and to execute and deliver the Agreement
on behalf of the Southeastern Connecticut Council of Governments and to do all things necessary
and appropriate to carry out the terms of the Agreement, including executing and delivering all
agreements and documents contemplated by the Agreement.
MOTION was made by Ms. Nazarchyk and seconded by Ms. Sabilia to
approve the request as stated. VOTE: 3-0
4. Purchasing:
4a. Cooperative Purchase Acceptance - To consider and act on a
request from Rawle Dummet, Purchasing Agent, to seek the Board's
approval to have the assessment of Nevins Cottage done by GNCB
Consulting Engineers, in the amount of $22,960. This company was initially
hired in 2012 through the competitive process and is now contracted by the
State of CT, Contract number 19SX0164, to perform such services. Funds
will be available from Line Item 20511-57767.

MOTION was made by Ms. Nazarchyk and seconded by Ms. Sabilia to
approve the request as stated. VOTE: 3-0
