MEETING MINUTES Waterford Conservation Commission February 27, 2020 Waterford Town Hall 6:30 PM Members Present: Dave Lersch, Richard Muckle, Geneva Renegar and Michael Stankov (2 Vacancies) Members Absent: Tali Maidelis (notified) Alternates Present: Wade Thomas and Julie Wainscott (1 Vacancy) Staff Present: Katrina Kotfer, Recording Secretary Wd - YH 0202 mi iF CALL TO ORDER AND APPOINTMENT OF ALTERNATES AS of R. Muckle called the meeting to order at 6:30 p.m. J. Wainscott and W. Thomas were seated fors the two vacancies. \ uo fos) 25 APPROVAL of the February 13 , 2020 Meeting Minutes Motion: Motion made by M. Stankov, second by J. Wainscott to approve the February 13, 2020 meeting minutes. Vote: 5-0 D. Lersch arrive at 6:32p.m. 3. APPLICATION REVIEW C-20-02 5 Dayton Road — Proposed Medical Office Building: RCP Waterford I, LLC and RCP Waterford II, LLC - Owner & Applicant Amy Souchuns, Esq. and Bill Fries, B&L Company, were present for the application. The Commission reviewed the draft permit. The Commission discussed modifying special condition #3 to have staff be notified at least 48 hours prior to commencement of de-watering activity. Motion: Motion by D. Lersch, second by W. Thomas to approve the draft permit with the addition of at least 48 hours notice prior to commencement of de-watering activity. Vote: 6-0 C-20-03 994 Hartford Turnpike — Proposed Manufacturing Facility: Walter John Senkow — Owner, Yost Manufacturing & Supply — Applicant, CLA Engineers, Inc. — Agent Robert Russo, CLA Engineers and George Yost were present for the application. The Commission reviewed staff comments dated February 21, 2020 and conditions for approval. J. Wainscott asked if more plantings could be added between the limits of the proposed basin and the tree line. R. Russo stated that additional plantings can be added and will coordinate with staff. Motion: Motion by W. Thomas, second by J. Wainscott to have staff prepare a draft permit with conditions for approval. Vote: 6-0 Conservation Commission Minutes February 27. 2020 p. 2 of 2 4. NEW APPLICATIONS C-20-04 80 Shore Road — Permit Extension: Annette M. & Gerard A. Toupin — Owner, Gerald A. Toupin — Applicant Gerald Toupin, property owner, was present for the application. Motion: Motion by D. Lersch, second by W. Thomas to extend the permit to the 10 year maximum. Vote: 6-0 C-20-05 54 Rope Ferry Road — Drainage System: Rope Ferry Condominium Association, Inc. — Owner & Applicant, Edward H. Wenke III, PE — Agent Ed. Wenke, III, PE was present for the application. He explained that the Condominium Association is looking to add a drainage system to direct the roof water away from the walkways as the walkways become icy in the winter. He explained that there is high groundwater in the area. He is proposing to direct half of the roof water toward the driveway catch basins and the other half to be directed into a 12” pipe that will discharge into the pond. As part of this project the walkway may be redone, removing the existing asphalt driveways and replace with brick pavers. The Commission received the application for review. 5. VIOLATIONS 21 Fourth Avenue — Unauthorized Clearing of Vegetation K. Kotfer reported that the Environmental Planner met with the property owner onsite earlier that day and will update the Commission at the March 12, 2020 meeting. 6. OTHER BUSINESS 7. CONSERVATION COMMISSION TASKS Open Space Planning M. Stankov reviewed his comments on the parcel evaluation matrix. The Commission received his comments and acknowledged the efforts he made. 8. CORRESPONDENCE No correspondence was received. 9. PAYMENT OF BILLS No bills were received. 10. ADJOURNMENT Motion: Motion made by W. Thomas, second by M.
