MEETING MINUTES Waterford Conservation Commission January 9, 2020 Waterford Town Hall 6:30 PM Members Present: Tali Maidelis, Richard Muckle, Geneva Renegar and Michael Stankov (1 Vacancy) Members Absent: Joshua Kelly, David Lersch, Wade Thomas (alternate). Alternates Present: Julie Wainscott (1 Vacancy) er Staff Present: Maureen FitzGerald, Environmental Planner - Katrina Kotfer, Recording Secretary 1s CALL TO ORDER AND APPOINTMENT OF ALTERNATES se Ais R. Muckle called the meeting to order at 6:30 p.m. J. Wainscott was seated for J Kelly. 2. APPROVAL of the December 12, 2019 Meeting Minutes 4 Motion: Motion made by T. Maidelis, second by J. Wainscott to approve the December 12, 2019 meeting minutes. Vote: 3-0-1 (T. Maidelis abstaining) 3. APPLICATION REVIEW C-19-15 20 Rope Ferry Road — Athletic Field Modifications: Town of Waterford - Owner & Applicant, William Aniskovich - Agent Staff reviewed the draft permit with the Commission. Motion: Motion made by T. Maidelis, second by G. Renegar to approve the draft permit as presented. Vote: 4-0 M. Stankov arrived at 6:37 pm 4. NEW APPLICATIONS C-20-1_134 Fog Plain Road — Modification of Non-Encroachment Boundary: Adel Terzic — Owner & Applicant Mr. Terzic explained to the Commission that he is looking to clear a portion of his back yard and modify the rear yard non-encroachment line. He is proposing to remove some brush, dead vines, leaves and small trees and plant grass. Currently the rear deck is 15 feet from the non encroachment line. He is proposing to modify the non encroachment line to be no closer than 30 feet from the wetland. The Commission accepted the application as complete. 5. VIOLATIONS No violations were discussed. Conservation Commission Minutes January 9, 2020 p.2o0f2 6. OTHER BUSINESS Nomination of Commission Officers — Motion: Motion made by M. Stankov, second by T. Maidelis to postpone the election of officers to the January 23, 2020 meeting. Vote: 5-0 Ts CONSERVATION COMMISSION TASKS 8-24 Referral from Planning & Zoning Commission — Potential Land Acquisition — 13 Parkway Drive Staff reviewed the site conditions and her findings with the Commission. Motion: Motion made by J. Wainscott, second by G. Renegar, to recommend purchase of the property. The Commission discussed the motion and made the finding that the acquisition of this land will increase the open space and coastal public access to Alewife Cove and Long Island Sound and serve to preserve scenic and tidal resources. Vote: 5-0 Open space planning - Staff will continue work on a matrix for evaluation of open space attributes using recommendations from the watershed management plans. 8. CORRESPONDENCE No correspondence was discussed. 9. PAYMENT OF BILLS Motion: Motion made by M. Stankoy, second by T. Maidelis, to approve the bill from The Day for $84.65. Vote: 5-0 10.
