MINUTES BOARD OF SELECTMEN Regular Meeting September 7, 2021 5:00 P.M. Waterford Town Hall (APPLEBY ROOM) (Procedural Action: Check register to be signed by Board of Selectmen in accordance with CGS 7-83) Members Present: First Selectman Robert Brule, Selectwoman Jody Nazarchyk and Selectwoman Elizabeth Sabilia 1. Call to Order & Roll Call- First Selectman Brule called the meeting to order at 5:01 pm 2. Pledge of Allegiance 3. Public Comment: N/A 4. Fire Services: To Consider And Act On the request from Director of Fire Services, Michael Howley to request transfer FY20 approved CIP funds in the amount of $45,000 from account #32320-55847 to FY22 approved CIP Capital Improvement Plan account #32322-55847 for Cohanzie station’s roof replacement for a total of Funds $105,000. The 34-year-old roof needs to be repaired and replaced. ** Amendment made to agenda item #4 by Nazarchyk, and seconded by Sabilia, VOTING IN FAVOR: unanimous VOTE:3-0 **Corrected Motion-Fire Services: To Consider And Act On the request from Director of Fire Services, Michael Howley for appropriation pending the Board of Finance approval, to request transfer FY20 approved CIP funds in the amount of $45,000 to account #32322-55847 to FY22 approved CIP Capital Improvement Plan account #32322-55847 for Cohanzie station’s roof replacement for a total of Funds $105,000. Disposition of Surplus Assets Chevorlet Tahoe Rear Seats and Center Consoles: The Purchasing Agent, Rawle Dummet on behalf of the Police Department, respectfully seeks the Board's approval to dispose of the assets listed below, in accordance with Town Property Ordinance, Chapter 2.112.020, These items are of no use to the town and will be disposed of via auction on the GovDeals website. All items have no asset IDs. ¢ 5 complete sets of rear seats for 2020/2021 Ford Police Interceptor Utility. © 3 Center Consoles from a 2020 Chevrolet Tahoe PPV. e 2-sets of complete rear seats for 2020 Chevrolet PPV. Disposition of Surplus Assets Library Shelving: The Purchasing Agent, Rawle Dummet on behalf of the Waterford Public Library, respectfully seeks the Board's approval to dispose of the assets listed below, in accordance with Town Property Ordinance, Chapter 2.112.020, These items are no longer of use to the town and will be disposed of via donation to the New London Public Library. e Asset number 030009 Adjustable Shelving-acquired 12/1/1986 e Asset number 030010 Adjustable Shelving-acquired 12/1/1986 MOTION by Nazarchyk, and seconded by Sabilia, VOTING IN FAVOR: unanimous VOTE:3-0 7. Finance Department Cooperative Purchasing-Panasonic Tough Books CF- 33MK2 and accessories: To Consider And Act On a recommendation from Rawle Dummett, Purchasing Agent, on behalf of the Police Department, respectfully seeks the Board of Selectmen approval to award this contract for the supply of the above mentioned items to Telrepco via leasing Company Marlin Capital Solutions, in the amount of $120,702.04 with annual payments of $30,175.51, funds will be available from line Item 10147-52043 Service Contracts Information MOTION by Nazarchyk, and seconded by Sabilia, VOTING IN FAVOR: unanimous VOTE:3-0 8. Planning & Zoning: To Consider And Act On the request from Planning & Zoning Director, Abby Persall to approve the agreement between the State of Connecticut, Department of Emergency Services and Public Protection and Town of Waterford regarding a License to use a telecommunications facility located at 861 Vauxhall Street Extension, Waterford, Connecticut. MOTION by Nazarchyk, and seconded by Sabilia, VOTING IN FAVOR: unanimous VOTE:3-0 9. Appointments and Resignations 9a. To consider and act on the appointment of Joseph C. Buths Jr.(R) to the Harbor Management Commission to fill the term from 2/17/2021 -2/16/2024. MOTION by Nazarchyk, and seconded by Sabilia, VOTING IN FAVOR: unanimous VOTE:3-0 10. Correspondence 10a Harvest Festival Email 11. New Business: 11a. Waterford will be hosting a 9/11 light ceremony at 6:30pm at the Veterans Memorial Green. 11b. Stuff a truck for the holidays 1c. The library will be coordinating weekly drive through COVID testing with Ledge Light. 11d. The Library will be hosting a Vaccine Clinic on Wednesday 5p-7p for anyone of the age of 18, who would like to receive the vaccine. 1le. Discussion regarding DEI initiatives. 12. Consent Agenda: 12a.
