BOARD OF SELECTMEN REGULAR MEETING
Tuesday, February 20, 2024
5:00 PM
Waterford Town Hall (Appleby Room)
(Procedural Action: Check register to be signed by the Board of Selectmen in
accordance with CGS 7-83)
1. Call to Order & Roll Call: 5:00 pm,
In attendance: Rob Brule & Rich Muckle
Absent: Greg Attanasio

3. Public Comment:
3a. Bob Nye 96 Rope Ferry Rd regarding Municipal Historian
3b. John Valliere 294 Millstone Road East regarding Data Center.

4. Additional Appropriation ~ Employee Payouts: To consider and act on a
request for a FY24 additional appropriation, for an Employee Payout to line
#10136-51210 (Clerical and Technical), from the Library Director, Christine
Johnson, in the amount of $16,993 and forward on to the Board of Finance if
approved.
MOTION by Muckle, seconded by Brule, VOTING IN FAVOR: 2-0 PASSED
5. Additional Appropriation —- Employee Payouts: To consider and act on a
request for a FY24 additional appropriation, for an Employee Payout to line
#10145-51210 (Clerical/Technical), from the Human Resources Director,
Christine Walters, in the amount of $18,795 and forward on to the Board of
Finance if approved.
MOTION by Muckle, seconded by Brule, VOTING IN FAVOR: 2-0 PASSED
6. Public Works Department: To consider and act on the following request for
a FY24 In-Series Transfer from the Public Works Director, Gary Schneider, in

the amount of $7,500 to cover the expense of a credit card reader for the
transfer station.
MOTION by Muckle, seconded by Brule, VOTING IN FAVOR: 2-0 PASSED
7.
Emergency Management Performance Grant: To consider and act upon the
following resolution “resolved, that the Board of Selectmen may enter into
with and deliver to the State of Connecticut Department of Emergency
Services and Public Protection, Division of Emergency Management and
Homeland Security, any and all documents which it deems to be necessary or
appropriate; and further resolved, that Robert Brule, as First Selectman of the
Town of Waterford, is authorized and directed to execute and deliver any and
all documents on behalf of the Town of Waterford and to do and perform all
acts and things which he/she deems to be necessary or appropriate to carry out
the terms of such documents. The undersigned further certifies that Robert
Brule now holds the office of First Selectman and that he/she has held that
office since November 2019”, for reimbursement of a portion of the
Emergency Management Director’s salary with a 50% Town match.
MOTION by Muckle, seconded by Brule to amend the motion and remove “The
undersigned further certifies that Robert Brule now holds the office of First
Selectman and that he/she has held that office since November 2019.” VOTE 2-0
MOTION by Muckle, seconded by Brule to accept the amended motion, VOTING
IN FAVOR: 2-0 PASSED

Planning and Zoning-Conservation Easement: To consider and act on a
request to initiate acceptance of the conservation easement at 109R & 131
Clark Lane, in accordance with section 2.52.060 of the Code of Ordinances
subject to approval by the Town Attorney of the final Easement Documents
and forward on to the RTM, through the Moderator (for informational purposes
only, no RTM action required per ordinance).
MOTION by Muckle, seconded by Brule, VOTING IN FAVOR: 2-0 PASSED

Fire Services: To consider and act on the following request for a FY24 Out-
of-Series Transfer from the Director of Fire Services, Michael Howley, in the
amount of $24,000 to cover repairs forward on to the Board of Finance if
approved.
MOTION by Muckle, seconded by Brule, VOTING IN FAVOR: 2-0 PASSED
10. Appropriation — Fire Services: To consider and act on a request for a FY24

appropriation, toward Capital Non-Recurring designated line #20523-57838
(Fire Pre Emption Light Project), from the Director of Fire Services, Michael
Howley, in the amount of $50,000 and forward on to the Board of Finance if
approved.
MOTION by Muckle, seconded by Brule, VOTING IN FAVOR: 2-0 PASSED
11. Additional Appropriation — Employee Payouts: To consider and act on a
request for a FY24 additional appropriation, for an Employee Payout to line
#10129-51420 (Patrol), from the Chief of Police, Marc Balestracci, in the
amount of $14,893 and forward on to the Board of Finance if approved.
MOTION by Muckle, seconded by Brule, VOTING IN FAVOR: 2-0 PASSED
12. Board of Selectmen: To consider and act on the following request for a FY24
Out-of-Series Transfer from the First Selectman, Robert Brule, in the amount
of $1,396 to cover repairs forward on to the Board of Finance if approved.
MOTION by Muckle, seconded by Brule, VOTING IN FAVOR: 2-0 PASSED
13. Appointments & Resignations: ;
13a. To consider and act on the re-appointment of Joseph DiBuono (R) to the
Planning & Zoning Commission to fill the term of 7/1/24-6/30/27 as an
alternate.
MOTION by Muckle, seconded by Brule, VOTING IN FAVOR: 2-0 PASSED
14. New Business: ;
14a. First Selectman Brule received an email from John Valliere regarding the
Data Center. First Selectman Brule responded with a letter and email to Mr.
Valliere. It will be added as correspondence at the next Board of Selectman. -°
meeting.
14b. Quaker Hill sign concerns — First Selectman Brule met with the
Emergency Management Director and two Quaker Hill residents to discuss the
LED sign.
