1. CALL TO ORDER AND APPOINTMENT OF ALTERNATES
R. Muckle called the meeting to order at 6:37 p.m. B. Bray was seated for M. Keatley and J.
Wainscott was seated for G. Renegar.
2: APPROVAL OF THE April 28, 2022 MEETING MINUTES
Motion: Motion made by T. Maidelis, second by W. Thomas to approve the April 28, 2022
meeting minutes.

3. APPLICATION REVIEW
H#C-22-4 934 & 940 Hartford Tpke. — Self storage facility, Libby Hill, LLC, Owner & Applicant,
William Sweeney, Agent
Bob Russo, soil scientist and Ellen Bartlett, P-E. of CLA Engineers were present for the applicant.
E. Bartlett addressed staffs application review comments of May 3, 2022. E. Bartlett referenced
each sheet number on the revised plans that showed her responses to each review comment. In
reference to comment #10, the commission expressed the need for an oil/water separator. E.
Bartlett agreed to add one to the plan. There was also specific discussion in reference to comment
#12 and use of the Rational Method in the hydrologic calculations. W. Thomas indicated the
Town’s zoning regulations require use of TR-55 or TR-20 to calculate site discharge. He raised
concern that the basin may need to be larger to store the 100-yr storm event. E. Bartlett disagreed,
noting the size of the basin would not change. Commission members discussed the basin capacity
and the impact of run-off from the rest of the drainage area on the brook during a 100-year storm
and whether a third party engineering review is needed. E. Bartlett agreed to perform the drainage
calculations for the site using TR-55 and have her findings available at the next meeting.
B. Russo reviewed his responses to comments regarding stormwater treatment. He will submit the
determination letter from DEEP regarding the species of concern potentially using the site. Staff
requested the responses to comments be submitted on letterhead and signed and the results of the
TR-55 calculation be submitted in a table indicating basin elevation /storage for each storm event .

5. CONSERVATION OUTREACH
The commission and staff discussed use of existing outreach materials with proper citations for
source material and links. J. Patterson discussed problems using the town website on a mobile
device and questioned if there a way to address it. Action items for next meeting are for

commission members to review other web sites and take photos of habitats and species for use in
outreach materials.
6. OTHER BUSINESS - Town Center Park Improvement — Sub-surface boring plan
Staff reviewed the proposed locations and access for a drill rig to conduct five borings necessary to
design the bridge replacements and boardwalk.
Motion: Motion made by W. Thomas, second by J. Wainscott to authorize temporary
disturbance for the drill rig to complete survey work with the condition that any disturbed soil areas
be restored.
Vote: 7-0-0
7. PAYMENT OF BILLS -— The Day $88.85
Motion: Motion made by W. Thomas, second by T. Maidelis to approve the payment of the
bill.
Vote: 7-0-0
8. ADJOURNMENT
