MEETING MINUTES Conservation Commission May 26, 2022 6:30 PM pa Waterford Town Hall ‘ 3 Members Present: Matthew Keatley, Dave Lersch, Tali Maidelis, Rich Muckl is} Geneva Renegar, Wade Thomas No Members Absent: Jessica Patterson Alternates Present: Ivy Plis, Julie Wainscott 2 Alternates Absent: Bud Bray mS Staff Present: Maureen FitzGerald, Environmental Planner Leanne Santos, Recording Secretary 1. CALL TO ORDER AND APPOINTMENT OF ALTERNATES R. Muckle called the meeting to order at 6:32 p.m. J. Wainscott was seated for J. Patterson. 2. APPROVAL OF THE May 12, 2022 MEETING MINUTES Motion: Motion made by T. Maidelis, second by J. Wainscott to approve the May 12, 2022 meeting minutes. W. Thomas requested item #3, Application Review first paragraph sentence seven, be amended to read calculate site discharge “for structures” ( quotes indicate wording added). Vote: 7-0-0 3. APPLICATION REVIEW #C-22-4 934 & 940 Hartford Tpke. — Self storage facility, Libby Hill, LLC, Owner & Applicant, William Sweeney, Agent Ellen Bartlett, P.E. of CLA Engineers was present for the applicant. Staff reviewed the application summary and findings in her May 24, 2022 report to the Commission. J. Wainscott asked how non- encroachment markers will be set on the site. E. Bartlett discussed the use of metal stakes. Motion: Motion made by T. Maidelis, second by D. Lersch to approve application #C 22-04 with the findings and conditions in the May 24, 2022 staff report. Vote: 7-0-0 4. NEW APPLICATIONS -— Pedestrian Foot Bridge, Old Barry Farm, Recreation & Parks, Owner & Applicant The application was submitted after staff inspected the site and found the footbridge was in place. A section of boardwalk was used and set on blocks. Commission members questioned the length of stream crossed and the area of wetland altered by the footbridge. Staff will take measurements of the footbridge and prepare findings for the next meeting. The commission accepted the application. 5. CONSERVATION OUTREACH Discussion continued as to adding a conservation outreach section to the Commission web page. Commission members will submit photographs of wetland plants and wildlife to be used in conservation outreach materials on the Town Website. 5. OTHER BUSINESS - Review of public hearing procedures The Commission reviewed the public hearing procedure handout developed by the Planning Department.
