Regular Meeting Minutes 
 
Date: Monday, April 3, 2023 Place: Waterford Town Hall, Appleby Room, 15 Rope Ferry Rd 
Time: 5:00pm – 8:30pm 
 
 
Board Members Present: Marilyn Lusher, Chair, Lee Couture, Cathy Gonyo, Jerry Porter 
Board Members Absent: John Morgan  
Staff Present: Paige Walton, Assessor, Jacquelyn Jackson, Secretary 
 
The Board of Assessment Appeals met on Monday, April 3, 2023. The meeting was called to order at 
5:05pm 
All decisions were voted on by Board members Marilyn Lusher, Lee Couture, Cathy Gonyo and Jerry 
Porter.  
 
The following decisions were made: 
 
1. Brixmor GA Waterford Commons LLC – 905 Hartford Tpke  
Decision: The Board voted unanimously, no change in assessment. 
 
2. Noel Waterfall LLC – 40 Boston Post Rd  
Decision: The Board voted unanimously, no change in assessment. 
 
3. Austin Street Co LLC – 262 Boston Post Rd 
Decision: The Board voted unanimously, no change in assessment. 
 
4. Niantic Partners LLC – 8 River St   
Decision: The Board voted unanimously, no change in assessment. 
 
5. DeFrancesco, Jeffrey & Isabelle – 56 Braman Rd 
Decision: Decision was tabled, pending field review.

Decision: The Board voted unanimously, no change in assessment.
