WATERFORD, CT 065385:2886 DATE: January 30, 2025 TO: Fleet Management Ad-Hoc Committee FROM: Ryan McNamara, Director of Recreation and Parks RE: Variance Request for R10 Dear Members of the Fleet Ad-hoc Committee, 1am writing to request a variance in the Fleet Management Plan concerning one of our assets that is no longer usable and requires repairs that will not provide a good return on investment. The asset in question is R10, a 2014 Chevy Silverado Utility, which has been a valuable part of our fleet but has now reached a point where continued repairs are not economically feasible. Current Condition and Repair Costs: R10 has encountered significant issues, including engine failure and other mechanical problems. The estimated cost to repair the engine alone is attached. These repairs would only provide a temporary solution and do not guarantee long-term reliability. ‘Advantages to moving the asset replacement to FY’25: 1. Cost-Effectiveness: Investing in a new vehicle will provide a better return on investment ‘compared to the high costs of repairing the existing asset. The new vehicle will come with a warranty, reducing maintenance costs in the initial years. 2. Reliability: A new vehicle will offer improved reliability and performance, ensuring that our ‘operations are not disrupted by frequent breakdowns and repairs. 3. Safety: New vehicles are equipped with the latest safety features, enhancing the safety of our staff and the public. 4. Fuel Efficiency: Modern vehicles are more fuel-efficient, leading to cost savings on fuel expenses and reducing our environmental footprint. 5. Technology and Features: New vehicles come with advanced technology and features that can improve productivity and efficiency in our operations. 6. Resale Value: A new vehicle will have a higher resale value compared to an older, repaired vehicle, providing better long-term value. Given these advantages, | strongly recommend the purchase of a new vehicle to replace R10. This investment will ensure the continued efficiency and safety of our operations while providing better financial value for the Town of Waterford. R10 is currently listed for replacement in FY’28 and requested for replacement as soon as possible. An evaluation performed by the Town Mechanic is attached along with photos and a repair cost history totaling over $15,000. The vehicle currently has 81,825 miles. FIFTEEN ROPE FERRYROAD WATERFORD, CT 0685-2086 INTER-OF FICE CORRESPONDENCE DATE: September 19, 2024 TO: Ryan McNamara, Director of Recreation & Parks FROM: Garon VanOverloop, Lead Fleet Mechanic RE: R10 R10 is a 2013 Chevrolet 2500 pickup with 79,940 miles on it. R10 has a recommended replacement cycle of 14 years. This week it was towed in for an electrical fault that prevented it from starting. While it was in the shop, I also performed and inspection on RIO. The chassis and engine wiring harnesses are compromised with corrosion and is beyond further repairs. The chassis frame and components itself, are deteriorating quickly. Eventually frame/ suspension components and electrical harnesses will continue to fail and break off. Which is why | am highly recommending that this vehicle is to be replaced this calendar year. Thave included pictures of R10 and lifetime cost report. If you need any more information regarding this matter please let me know.
