Meeting Minutes—March 16, 2026

1. Cail to order: Chair Sullivan called the meeting to order at 6:00 p.m.
2. Public comment: None.
3. Previous Minutes: Motion by Condon, second by Elbaum, to approve the Feb. 11, 2026, minutes as presented.
Voice vote: Unanimous

4. Consideration of/possible action on items referred to committee:

Fire Services Director’s duties: Condon gave a brief explanation on the first draft prepared by the PP&S committee in the
previous term. That committee had just updated ordinances to establish membership in a Line-of-Duty-Determination
Committee to reflect procedures involved with a new benefit created by the state for first responders who had died in the
line of duty. During those discussions, the previous committee and the Town Attorney determined that, since all state
legislation refers solely to Fire Chiefs, our ordinance should codify the Director/Chief equality under state law. Condon
added that a related issue, first responders’ survivors’ benefits, had been referred to PP&S in early 2025, but a few months
later it was omitted from the Moderator’s Report. Driscoll offered to look into whether the absence was the result of an
RTM decision and, if not, would get it restored on the Report and back into committee.
Street Takeovers/Enforcement Cameras: Brief discussion on whether these should be considered separately, since they
involve different issues and different ordinances. General consensus among members that street takeovers should take
priority, since these events are typically summer events and it would be preferable to have ordinances and penalties in
place before then. Driscoll offered to ask the new police chief to confirm that the Police Commission still had, as his
predecessor told the committee, no immediate plans to apply to the state for placement of the speed cameras.
Mass gathering ordinances: Chair reminded members that their agenda packages included copies of Waterford’s current
ordinance as well as versions enacted by East Lyme and New London. He encouraged them to do their homework and be
prepared with suggestions and questions to begin deliberations on revisions. He noted that the Town Attorney would be
invited to a later meeting to review and advise before the required public hearing can be scheduled.
5. Adjournment: Consensus to tentatively schedule the next meeting for April 1 at 6p.m.
Motion by Condon, second by Elbaum, to adjourn at 6:52 p.m. Voice vote: Unanimous.
