Town of Waterford Shellfish Commission Meeting Minutes of Tuesday, August 4, 2026 1 Town of Waterford Shellfish Commission Meeting Minutes of Tuesday, August 4, 2026 – 6:00 p.m. Board of Education Meeting Room – Upper-Level of Town Hall 1. Establish a quorum and call the meeting to order Chairman Porter called the regular meeting of the Waterford Shellfish Commission to order at 6:00 p.m. after establishing a quorum. Present were Commissioners Porter, Jamroga and Calkins. Absent were Commissioners Darling, Vanderputten and Keatley. 2. Pledge of Allegiance 3. Approval of the July 8, 2026, special meeting minutes Motion made by Commissioner Jamroga, seconded by Commissioner Calkins to approve the July 8, 2026, special meeting minutes as filed. All in favor, motion carried. 4. Correspondence All relevant correspondence relating to Waterford Shellfish Commission business are forwarded to the Commission members in between meetings. 5. Treasurer’s Report Chairman Porter reviewed the Treasurer’s Report with the Commission members in the absence of Commissioner Darling. He reviewed revenue and expenditures to date. Motion made by Commissioner Calkins, seconded by Commissioner Jamroga to approve the Treasurer’s Report as reviewed. All in favor, motion carried. 6. Monthly monitoring and sampling report Chairman Porter stated that the recreational shell fishing area is currently closed due to heavy rainfall. 7. New Business a. Discussion regarding re-stock availability and to consider and act on a motion to authorize Chairman Porter to order certified little neck clams and oysters for restock into the recreational shell fishing area. Town of Waterford Shellfish Commission Meeting Minutes of Tuesday, August 4, 2026 2 Chairman Porter inquired if the Commission members would like to restock the recreational shellfish area this season. The Commission members agreed that restocking would promote and increase permit sales and agreed to authorize Chairman Porter to order the restock for distribution when it becomes available. Motion made by Commissioner Jamroga, seconded by Commissioner Calkins to authorize Chairman Porter to order little neck clams to distribute into the recreational shell fishing area in the amount of three thousand dollars ($3,000). All in favor, motion carried. b. Discussion regarding Tim Londregans past interest in leasing the Bay Point bottom land for commercial use. The Commission has not received an application from Mr. Londregan to lease of Bay Point bottom land. He was previously denied a lease and since that time there is interest from Josh Bakoulis to lease the land from the Commission. A discussion was held regarding how to handle multiple parties with interest in the same lease. Chairman Porter will consult with the Town Attorney for answers and investigate why Mr. Londregan was denied the lease the first time he applied. 8. Old Business a. Discussion regarding online recreational permit sales. Chairman Porter stated that he hopes to implement the online sales next season with the help of Commissioner VanderPutten. b. Discussion regarding public outreach initiatives through Waterford Recreation and Parks, the Senior Center and the internet. This discussion will continue once the online permit sales are approved and up and running. c. Update regarding progress with the commercial bottom land shell fishing lease/license renewals. Chairman Porter has not received an update from the Town Attorney regarding the progress with the lease/license renewals. 9. Public comment regarding items relating to Waterford Shellfish Commission business. 10.
