BOARD OF POLICE COMMISSIONERS

CALL TO ORDER AND ESTABLISH A QUORUM:
Commissioner Sheridan called the meeting to order at 5:00 p.m. in the Town Hall Auditorium.
A Quorum was established.
PLEDGE OF ALLEGIANCE
PUBLIC INPUT:
Bob Lane submitted a letter disputing the findings of the speed study conducted by the WPD
Traffic Division on Oswegatchie Road near Josan Drive. The speed study was conducted as a
result of a complaint made by Mr. Lane and his wife in May of this year.
ACCEPTANCE OF MINUTES:
MOTION: Made by Commissioner Gamble and seconded by Commissioner Dimmock to
accept the June 8, 2026 Regular Meeting minutes. Motion passed.

Correspondence was reviewed.

TRAFFIC COMMISSION REVIEW:
Traffic Report was received.
Officer Devine presented two requests for the installation of traffic warning signs to the
Commission. The first request was for the installation of “Blind Child” warning signs on Laurel
Crest Drive. The second request was for the installation of “Blind Person” warning signs in the
vicinity of 73 Spithead Road.
MOTION: Made by Commissioner Dimmock and seconded by Commissioner Gelinas to
approve the installation of “Blind Child” warning signs on Laurel Crest Drive. Motion passed
unanimously.
MOTION: Made by Commissioner Dimmock and seconded by Commissioner Gelinas to
approve the installation of “Blind Person” warning signs in the vicinity of 73 Spithead Road.
Motion passed unanimously.

Letter from BOPC to RTM Moderator regarding any ICE access to individuals in
police custody during the prior six month period was discussed and signed.
b. Executive Session for police officer candidate interviews.
MOTION: Made by Commissioner Dimmock and seconded by Commissioner Gelinas to enter
into Executive Session, including Chief Ferland at 5:26 p.m.
The Board came out of Executive Session at 6:20 p.m. No votes or actions were taken while in
Executive Session.
MOTION: Motion made by Commissioner Dimmock and seconded by Commissioner
Gamble to extend an offer for the current vacancy, contingent on the candidate successfully
completing the hiring process and background investigation, to Alexander Wojcik. Motion
passed unanimously.
MOTION: Made by Commissioner Dimmock and seconded by Commissioner Gelinas to
adjourn the meeting at 6:21 p.m. Motion passed unanimously.

Speed Study: Upper Oswegatchie Road
Good evening Commissioners:
My name is Bob Lane and my wife and | live at 23 Oswegatchie Road in
Waterford. At last May's meeting before you, my wife made a statement for the
record regarding the excessive speeding on our section of upper Oswegatchie
Road, near Josan Drive.
The reason for my being here today is to contest the conclusion that the
Waterford Police Traffic Department arrived at after analyzing data from the
speed study they conducted in response to our complaint from last May. 
| will be
providing my statement for the record. This statement has been signed by
thirty-five of my neighbors and it includes a letter to you from another neighbor
that describes the excessive vehicle speeds we are forced to live with on a daily
basis. 
| have also included in my statement the Waterford PD's Speed Study
data which clearly supports our argument that further action is required to
address this potentially life threatening stituation.
As we stated during your meeting in May, our section of upper Oswegatchie
Road has no sidewalks so pedestrians and dogwalkers are forced to walk in
narrow 24 inch wide “lanes” on either side of the road. The posted speed limit
along this stretch of road is either 30mph or 25mph. But, it has been, and still is,
our assertion that these speed limits are being routinely ignored.
In response to our May complaint, Officer Devine with the Waterford Police
Traffic Department conducted a Speed Study of the North bound and South
bound traffic on our portion of upper Oswegatchie Road using speed feedback
RADAR signs to collect data. In his study, 30mph speed limit signs were posted
on both the northbound and the southbound sides of Oswegatchie. And,
electronic feedback signs which recorded the actual speed of the vehicles going
in both directions were also installed next to these speed limit signs.

However, when in an ACTIVE mode, these feedback RADAR signs displayed the

actual speeds for the drivers to see. These feedback signs were then run in both
ACTIVE and INACTIVE modes for the same period of time.
After running the speed study, the Waterford Police Department reported that
quote ‘The data indicate that without speed feedback, average vehicle speeds
were 28.8 mph northbound and 26.2 mph southbound. And, that “When speed
feedback signs were deployed, average speeds decreased to 27.2 mph
northbound and 25.5 mph southbounoa”.
Based on these average speed numbers, the Waterford Police Department then
concluded that quote “The data indicate that average traffic speeds are generally
at or below the posted 30 mph speed limit and that speed feedback signs further
reduce operating speeds”.
The report goes on to say that “Based on speed data alone, there is limited
engineering justification for reducing the speed limit to 25 mph”.
With all due respect, the table used by the Waterford PD to reach its conclusions
was incorrectly interpreted. Average speed simply is NOT a true indicator if
speeding actually occurred. A substantial number of vehicles on Oswegatchie
Road travel at or below the posted speed limit. So, averaging these low speeds
in with the speeds of vehicles exceeding the speed limits makes the average
speed artificially low. You have to look at the percentage of vehicles that actually
do exceed the speed limit to determine if speeding is a serious problem.
Using the Waterford PD data table in their report and a posted speed limit of 30
mph for upper Oswegatchie, the data shows that 43% of the vehicles travelling
Northbound (or approximately 4 in every 10 vehicles) are travelling above the
posted speed limit, and 26% of the vehicles travelling Southbound (or
approximately 3 in every 10 vehicles) are travelling above the posted speed limit.
We have trust that these speeding percentages would be unacceptable to the
Waterford PD.
With speed feedback RADAR signs that display actual driver speeds, speeding is
reduced to 11% for vehicles travelling Northbound (or approximately 1 in every
10 vehicles) and for vehicles travelling Southbound,speeding is reduced to 5%
(or less than 1 in every 10 vehicles).

So clearly, the data shows that speed feedback RADAR signs go a long
way toward solving the speeding problems on upper Oswegatchie Road.
And, at a minimum, these speed feedback signs should be seriously
considered as a permanent solution, along with other methods, to reduce
the speeding issues we are experiencing.

Subject: Request for Targeted Traffic Enforcement on Oswegatchie Road
Dear Chief and Members of the Waterford Police Department,
| am writing as a resident concemed about excessive speeding on Oswegatchie
Road. Many drivers appear to be traveling well above the posted speed limit,
creating safety concems for residents, pedestrians, cyclists, and motorists using the
roadway.
The speeding is particularly noticeable during [moming commute hours / aftemoon
schoo! hours / evening commute hours / weekends}, although it occurs at other
times as well. Residents have observed vehicles traveling at speeds that make it
difficult and potentially dangeraus for pedestrians to cross the road, access
driveways, or safely use the area.
| respectfully request that the Waterford Police Department consider targeted traffic
enforcement on Oswegatchie Road. Increased patro! presence, periodic speed
enforcement details, and/or the temporary placement of a radar speed display sign
could help reduce speeding and improve safety for everyone who uses the roadway.
It available, } would also appreciate any traffic-speed data the department may have
regarding this section of Oswegatchie Road and information about any process for
requesting a formal traffic study or additional safety measures.

A speed study was conducted on Oswegatchie Road utilizing speed feedback RADAR signs, in the area of Josan Drive,
which Is is a 30 mph zone. Signs were initially set up both northbound and southbound to collect data, with no
speed feedback. The signs were then used In the same locations giving speed feedback, and had 30 mph speed limit
signs attached to them. Speed categories over 30 mph showed decrease with the speed feedback signs
implemented. Northbound traffic went from 57.3995 compliance to the 30 mph speed limit to 73.269. Southbound
traffic went from 73.52% to 83.89% compliance with the 30 mph speed limit.

LINE OF SIGHT ISSUES:
DPW reports they have received the red flashing stop signs for Spithead Road at Daniels Ave. They will be
working with contractors to coordinate where the stop signs will be placed.
DOT RELATED ISSUES.
Letter sent to DOT as an addendum for a previous request to evaluate the intersection of Route 1 at Cross
Road/Spithead Road. DOT responded indicating they are actively working on this request.

REQUESTS FOR SIGNS OR CHANGE OF ROADWAY FEATURES:
A complaint brought forward at the May commission meeting, reporting a speeding issue and requesting an
evaluation for a stop sign or speed bumps on Oswegatchie Rd. near Josan Dr. A speed study was conducted
on the 30 mph roadway in response to reported speeding concerns. Without speed feedback, average
vehicle speeds were 28.8 mph northbound and 26.2 mph southbound, with 85th-percentile speeds of 35
mph and 33 mph, respectively. When speed feedback signs were deployed, average speeds decreased to
27.2 mph northbound and 25.5 mph southbound, while 85th-percentile speeds decreased to 33 mph
northbound and 31 mph southbound. The data indicate that average traffic speeds are generally at or below
the posted speed limit and that speed feedback signs provide a measurable reduction in both average and

In accordance with C.G.S. 54-192h(e)(3); the legislative body of any municipality with a law
enforcement agency that has provided ICE access to an individual during the prior six months
shall provide to the Office of Policy and Management, on an ongoing basis every six months,
data regarding the number and demographic data of individuals to whom the law enforcement
agency has provided ICE access.
As approved by the Representative Town Meeting during your April 6, 2026 meeting, it was
requested that the Board of Police Commissioners provide you any biennial data related to ICE
access granted by the Waterford Police Department each July and January to facilitate the
submission of pertinent information to the OPM as mandated.
In accordance with this request the Waterford Police Department has provided ICE access to
ZERO (0) individuals during the relevant reporting period of January 1, 2026 through June 30,
2026. If you require any further information, please do not hesitate to contact Chief David
