Meeting Minutes for Wednesday, July 1, 2026 
5:00 p.m. – Board of Education Conference Room – Upper-Level Town Hall 
 
1. 
Establish a quorum and call the meeting to order. 
Chairman Hughes called the meeting to order at 5:00 p.m. after establishing a quorum. 
Present were Commissioners Hughes, Porter, Jamroga and DeRosa.  Absent were 
Commissioners Wise, Crocker, Buths, Jr., Keatley and Arfi.   
Harbor Master Crocker was not present at this meeting.

Pledge of Allegiance

Approval of the June 3, 2026, regular meeting minutes 
Motion made by Commissioner Jamroga, seconded by Commissioner DeRosa to approve 
the June 3, 2026, meeting minutes as filed.  All in favor, motion carried.

Harbor Master report. 
Harbor Master Crocker was not present to give a report.

Correspondence

New Business 
a. 
Review of Connecticut Department of Energy and Environmental Protection License 
of Structures, Dredging and Fill Permit for 54 Shore Road, Waterford, CT pertaining 
to dock restoration for a residential boating access from Graham Stevens, Bureau 
Chief, Bureau of Water Protection and Land Re-use, 79 Elm Street, Hartford, CT. 
dated June 4, 2026. 
 
The Commission members reviewed the proposal, and it was the consensus of the 
Commission members that the scope of work is in line with the Harbor Management Plan 
and the scope of work will not interfere with Harbor Management activities.   
b. 
Discussion regarding a meeting with Three Belles regarding “Save the River, Save the 
Hills” scheduled for July 2, 2026. 
Chairman Hughes will attend the meeting with Harbor Master Crocker to discuss the 
proposal for an interactive kayak trail with map stations. He stated that riparian rights on 
the Waterford side of the river may limit the access they are requesting but the East Lyme

side may be able to accommodate them.  He will report back to the Commission after the 
meeting. 
7. 
Old Business 
a. 
Update regarding the 2026 mooring and pulley pole applications to date 
Chairman Hughes stated that to date there have been one hundred and forty-four 
applicants that have paid for 2026 moorings, one hundred and twenty-four of those 
applications have been approved and twenty-five applicants who had moorings last 
season have not yet responded.  The Commission will send out a reminder email to those 
who have not yet applied this season.  Overall, it has been a smooth process this season. 
b. 
Update regarding progress to date with the approval of the amended Harbor 
Management Plan and maps. 
Chairman Hughes stated the Plan needs updating to bring the maps and data up to date 
and more user friendly.  The Commission agreed to work in conjunction with the Town 
Attorney for guidance over the fall/winter and to review Plans from neighboring towns to 
help with the process. The Commission agreed that the current Plan should include better 
maps and clearer information and guidelines but remain in compliance with State and 
Federal regulations. 
c. 
Discussion regarding Commission member participation in the Waterford Parade 
Chairman Hughes stated he will represent the Commission in the Waterford Parade on 
August 8, 2026, and encouraged the Commission members to join him if they are available 
to do so. 
A discussion was held regarding the Harbor Master boat.  Chairman Hughes stated it is in 
the water for the season.  Commissioner Jamroga inquired if the Commission members 
have access to use of the boat, he stated it would be a good idea to occasionally make their 
presence known out on the water.
