Design Review Board April 7, 2026 Page | of 2 RECEIVED FOR REC WATERFORD, cree DESIGN REVIEW BOARD MEETING MINUTES 202b APR IU P1248 Artest: QI £7 Loans TOWN CLERK Design Review Board April 7, 2026 Remote Access Only 4:00 PM Members Present: Chairman -John O’Neill, Michael Elbaum, Joy Merrill, Robert Nye and Ed Pellegri Members Absent: None Staff Present: Mark Wujtewicz, Planning Director ITEM #1 CALL TO ORDER AND APPOINTMENT OF ALTERNATES Chairman, John O’Neill called the meeting to order at 4:00 p.m. All members were present ITEM #2 PLAN REVIEWS #PL-26-8 — Request of Congregation Beth El, owner and applicant for site plan approval to locate a religious establishment at property located at 33 Kenyon Road, R-20 zone, as shown on plans titled “Congregation Beth-El Synagogue, 33 Kenyon Road, Waterford Connecticut, February 2026”. ACTION REQUIRED BY 5/28/2026 Mike Ott, PE of Summer Hill Engineers & Land Surveyors introduced the application to the Board. Also present for the applicant was architect David Atkinson, AIA of David Atkinson Architect, LLC, landscape architect Henry Thomas, ASLA of LRC Engineering and Surveying LLC. D. Atkinson reviewed the design of building with the Board. The building will be a single story structure approximately 4,200 sq. ft. It will have vinyl clapboard style siding in a light gray or ivory color. White PVC trim. A stone veneer exterior wainscoting on all four sides of the building, white columns and a standing seam metal roof over the walkway and front entrance to the building as well as over the rear door. The design of the building maintains the residential character of the neighborhood. J. Merrill asked about the color of the metal roof. David Atkinson stated that the color may be a weathered copper or dark green. H. Thomas described the proposed landscaping. He stated that there will be a variable mix of species in order to maintain visual interest around the building and parking areas. This also includes variable lawn mixes. Low maintenance varieties which includes low meadow mmix and appropriate mix for the stormwater basin that will be subject to intermittent periods of water inundation. E. Pelegri requested that the light symbol in the legend match the symbol depicted on the plan. M. Ott will modify the legend so the light symbol matches the lights depicted on the plan. Merrill to provide a positive recommendation to the Planning and Zoning Commission for the request of Congregation Beth El, owner and applicant for site plan approval to locate a religious establishment at property located at 33 Kenyon Road, R-20 zone, as shown on plans titled “Congregation Beth-El Synagogue, 33 Kenyon Road, Waterford Connecticut, February 2026”. VOTE: 5-0 ITEM #3 APPROVAL OF THE February 24, 2026 MEETING MINUTES MOTION: Motion made by R. Nye, seconded by E. Pelegri, to modify the agenda to reflect the correct date of the minutes to read February 24, 2026. VOTE: 5-0 MOTION: Motion made by E. Pellegri, seconded by M.
