Initial meeting for new committee; brief introduction of four pending issues. Consensus of committee to focus on two issues involving public participation and postpone Police Commission expansion review to future meeting, (Referral request and Police Commission ordinances available with meeting agenda at waterfordct.org) Feb. 13, 2025 Committee Meeting. No discussion on this issue; with Attorney Avena present, focus was on ethics and YFSB/Senior Citizens ordinances. Consensus to defer other issues to future meeting. Current Committee Action Jan. 21, 2026 Committee Meeting. Initial meeting for the new committee; introduction of all pending issues. No background was identified for the proposed expansion. Committee members generally agreed that the item could likely be referred back to the RTM with no action. The chair will reach out to current ccommissioners to see if they wish to participate in the next L&A meeting. Feb. 9, 2026: The Committee noted that no commissioners or other stakeholders have presented evidence demonstrating a need to increase the size of the Police Commission. To the Committee’s knowledge, no requests for expansion have been made since the item was referred in October 2023. The Committee also noted that appointment-related concerns are outside the scope of this item and could be addressed separately if necessary. Recommendation: The Committee voted unanimously to report this item out of committee with the recommendation that the RTM take no further action because underlying concerns about appointments can be addressed in another format.
