LEGISLATION & ADMINISTRATION STANDING COMMITTEE OF THE RTM
COMMITTEE REPORT
PUBLIC ACT 22-3, AAC REMOTE MEETINGS UNDER FOI ACT (RTC 2/6/23)
Background
Sep. 18, 2023 Committee Meeting. No discussion; Chair chose to exclude from agenda.
Feb. 24, 2024 Committee Meeting. Initial meeting for new committee, Chair reported that she had reached out
multiple times to the member who had made the motion to refer this issue to provide focus/direction and invite him
to speak with committee. Consensus to have Chair continue outreach and contact RTM members who were part of
the discussion before referral
Feb. 13, 2025 Committee Meeting. No discussion on this issue; with Attorney Avena present, focus was on ethics
and YFSB/Senior Citizens ordinances. Consensus to defer other issues to future meeting.
Current Committee Action
Jan. 21, 2026 Committee Meeting. Initial meeting of the new committee; general overview of all pending issues.
Chair provided background that Public Act 22-3 makes permanent rules allowing public agencies to hold virtual or
hybrid meetings. Committee members generally agreed that this item could likely be referred out of committee with
no action at a future meeting as no current issues with virtual vs. in-person meetings were identified,
Feb. 9, 2026: This item was referred to the Committee for review of Public Act 22-3, which established state rules
governing remote meetings under the Freedom of Information Act. The Committee determined that no supporting
information or evidence had been presented demonstrating a need for RTM action.
Recommendation: The Committee voted unanimously to report this item out of committee with the
recommendation that the RTM take no further action because insufficient backup was provided.
