FIFTEEN ROPE FERRY ROAD WATERFORD, CT 06385-2886 PHONE: 860-442-0553 www.waterfordct.org Date: February 26, 2021 Certified Mail To: — Cheryl Sirpenski, Treasurer: Rope Ferry Condominium Association 54 Rope Ferry Road B-28 Waterford, CT 06385 Re: Unauthorized Clearing of Vegetation and Soil Grading Within and Adjacent to Intermittent Watercourse at Rope Ferry Condominiums - 54 Rope Ferry Road, Waterford, CT REQUIRED CORRECTIVE ACTIONS Ms. Sirpenski, At their February 24, 2021 meeting, the Conservation Commission reviewed photographs of the excavation and grading conducted within and adjacent to the stream channel at the Rope Ferry Condominium complex, 54 Rope Ferry Road. A Notice of Violation was issued February 5, 2021 for unauthorized activity within inland wetlands and watercourses. The Conservation Commission requires the following corrective actions to stabilize the embankment soil and stream channel and to restore the impacted wetland area. Required Corrective Actions: 1. Grade side-casted soil material deposited on the eastern embankment to a stable slope, seed exposed soils, and apply temporary erosion control matting to control soil erosion. This work shall be completed by April 15, 2021. The Commission’s agent shall be notified no later than 48 hours prior to the start of this stabilization work. 2. By April 30, 2021, submit a restoration plan for the channel and adjacent embankment and wetland to restore riparian habitat and stabilize the channel. The restoration plan shall be prepared by an environmental professional and submitted to the Conservation Commission for approval. Said plan shall include any proposed channel stabilization measures, wetland vegetation restoration measures, soil amendments, the location, number, and species of plantings and seed mixes, and planting schedule. The restoration plan must be approved by the Conservation Commission prior to initiation of wetland restoration activity. 3. The wetland restoration work shall be completed within 30 days of the Commission’s approval of the restoration plan. The applicant shall notify the Commission’s agent upon completion to schedule an inspection. Corrective Actions Required Notice of Violation date Feb. 5, 2021 54 Rope Ferry Road 4. Inspection reports documenting the status of the wetland restoration and channel stabilization shall be submitted to the Conservation Commission by May 30, and September 30, 2021. The inspection reports shall document survival of vegetation plantings and enhancement areas and soil stabilization with photographs of the mitigation area.
