RE:
— Gardiners Wood Road Drainage Installation
Dear Chairman Muckle:
The purpose of this application is to gain approval for the installation of 4 — 8 Inch diameter Pipes
at the low point of the existing roadway. The pipes are being proposed to help alleviate roadway
flooding at certain times of the year on Gardiners Wood Road.
The Public Works Department has recently replaced a deteriorated pipe causing some of the
roadway flooding. The work was performed under our general permit (General Drainage System
Maintenance and Emergency Repair Plan).
We also plan to perform the work that was approved
on Permit #C-19-02, installing 200 LF of curtain drain along the west side of the roadway. With
the replaced pipe and additional proposed pipe the flooding issue should be corrected. The
Department also has planned for the roadway to be reclaimed and repaved. Reclaiming the road
will allow us to place adequate cover over the newly installed pipe and the proposed 8 inch pipes.
This will also allow us to raise the elevation of the roadway for approximately 350 feet. By
taising the toadway there may be a slight encroachment into the wetlands for approximately 250
feet. Once the roadway is completed Guardrail will be installed along the edge of road for
roadway safety. Please refer to the enclosed plan.
All work will be conducted in Accordance with the Best Management Practices outlined in
Permit #06-20, General Drainage System Maintenance and Emergency Repair Plan, for the
Department of Public Works.

Assistant Director, Public Works Department

PROPOSED ROAD RECONSTRUCTION PROJECT
GARDINERS WOOD ROAD
WATERFORD, CONNECTICUT
Inland Wetlands / Watercourse Commission Application, Item 12:
Describe measures incorporated in the plan to mitigate the wetlands impact associated with the
proposed activity, including restoration, enhancement or creation of wetland areas.
Reply: The roadway and guiderail design provides for only a 22’ wide travel width, and raises
the roadway only as necessary to provide the minimum 12”
of soil cover needed to structurally
protect the proposed storm drainage piping beneath the roadway.
Erosion and sediment control measures (compost filter tubes) will be installed and maintained
throughout the duration of the project, to minimize impacts from construction to the existing
wetlands and drainage ditches on each side of the roadway.
