Mr. Assara,
Your application to install a 3 ft. high earthen dam across a stream channel to create an open
water area at 189R Old Colchester Road has been received by the Waterford Conservation
Commission at their March 23, 2023 meeting. The Commission requested more detail on the
proposed earthen dam construction.
Please provide information on the following,
The type and size distribution of material used to construct the dam,
Compaction of the fill material to create the dam,
Spillway construction material & size of stone/rip-rap,
How the stream channel is proposed to be de-watered and flows diverted during fill
operations,
How the fill material will be stabilized against wash-out or erosion, both during and
following installation, to protect the downgradient stream.

Your application was forwarded by this office to the State of Connecticut DEEP Bureau of Dam
Safety for a determination if a State DEEP dam permit is required for the dam creation.
The Waterford Conservation Commission is scheduled to meet on April 13, 2023. Please provide
