Deborah Mosier-Dunn Joan Prentice We request the Town of Waterford Conservation and Wetlands Susan Stotts Commission review the application and find the project is “as of right” under the Town of Waterford Inland Wetlands and Watercourses Regulations, Section 4.2b. The project involves replacing an existing footbridge with a new footbridge in the same location. The existing footbridge has outlived its usefulness, and it will be replaced with a new structure offering easier accessibility. Land Trust volunteers will remove the existing bridge and properly dispose of the timbers. The new bridge will require some minor shoring to level and stabilize the structure. Please see the attached document describing the replacement foot bridge. The Land Trust will neither conduct any work in the brook nor disturb the adjoining shoreline. Inc. The bridge is a rudimentary wooden structure and through age, needs to be replaced. The total span across the stream from bank to bank is currently 14 feet long. The height of the existing and replacement bridge is less than 5 feet from the surface of the stream. The bridge rests on stones each side of the stream banks. Site Preparation. The existing bridge will be taken apart in place using hand tools, loaded into a trailer, and hauled off the property. All access to the site will be from the tractor road that begins at the cul-de-sac on Old Barry Road. Although there are no wetlands to cross to get to the site, care will be taken to create minimal ground disturbance. NOTE: No disturbance of the stream or banks will be tolerated during both the dismantling and erection of the new bridge. Work under the bridge will be dane on scaffold planks for the safety of the workers. Construction details: Land Trust volunteers will build 2 ft by 3 ft wooden forms on the rocks where the current bridge sets. Excavation of any soil on the stream bank is not necessary. Ready-mix concrete will be prepared on site and poured into the forms at a depth of approximately 4 inches. Rebar will be used to help secure the new pad to the ground surface and also protrude upward to give the bridge anchor points. As much of the replacement wooden bridge will be fabricated away from the stream and moved into position to be secured. All work is to be done using hand tools.
