CALL TO ORDER The meeting was called to order by Acting Chairman Maidelis at 6:30 p.m. D. DeNoia was seated for G. Renegar. A. Holzworth was seated for R. Muckle. . APPROVAL OF MEETING MINUTES Motion: Made by K. Kriet, seconded by D. DeNoia to approve the July 10, 2025 meeting minutes. Vote: 5-0-2 [W. Thomas, A. Holzworth abstaining] . NEW APPLICATIONS C-25-08: 105R & 125 Old Colchester Road: Single Family House and On-Site Septic Construction; Owner/Applicant — John L. Staller The application was received by the Commission. Staff clarified the physical address to be 105R, whereas the application form submitted lists 125 Old Colchester Road as the parcel address. Both parcels are included in the site plan title block. . APPLICATION REVIEW — No applications reviewed. . OTHER BUSINESS 39 Niantic River Road: Request to Modify 4.1d Authorization to cut and remove invasive species adjacent to inland wetlands. Staff reviewed the owner’s request to modify the prior authorization to allow use of machinery due to the height of the shrubs and diameter of the stalks. The Commission discussed various stipulations to mitigate potential impacts to adjacent wetlands. Motion: Made by D. DeNoia, seconded by I. Plis to authorize under Section 4.1.d of the regulations the removal of invasive shrubs up to the boundary of the wetland with use of machinery, provided there is no wheel or track access in the wetland soils, and all chippings are removed from the wetland, if applicable.
