FY23 Fleet Plan
The Department has completed the review of the vehicles called out for replacement per the
RTM approved plan dated May 13, 2021. Each vehicle on the list was reviewed for operational
need, maintenance history and planned replacement years.
For FY 23, the plan called for replacing 8 vehicles at an estimate cost of $1,792,428. The
Department is requesting 5 vehicles at an estimate cost of $1,130,000.
Discussion on Planned FY23 Replacements:
The attached memorandum from Garon VanOverloop, Lead Mechanic discusses the vehicles
that the Department is requesting replacement for in FY23 (Attachment 1). The Excel
spreadsheet is the department’s 5-year look ahead at replacements. The last column is a brief
programing explanation for each vehicle assigned to the Department. (Attachment 2).
Attachment 3 is a list of corrections to the Public Works vehicles only.
Attachment 4 is the quotes for the requested vehicles.
Attachment 5 includes the repair costs and mileage for Public Works fleet
Justification for Replacements:
$20 and $21 Refuse Trucks. Currently there are 7 side loading trucks of this type in the fleet
(2 of these are backup vehicles that take the place when a prime vehicle is in the shop for
maintenance or repairs). They are special use vehicles that collect recyclable and garbage
using am automated cart system.
All 7 trucks are used collectivity, to collect garbage and
recyclables. The garbage trucks must complete their collection route and then travel to the
waste to energy plant located just off |-395 in Lisbon. The plant will accept waste only until 5:00
each week day. If we miss this time, we would need to hold the waste in the truck itself and
send it back up there the next day delaying the collection scheduled for that day. If itis a
Friday, we may have to hold the waste over the weekend if we can't get it there Saturday
morning. The recyclables are off-loaded at our Transfer Station, compacted and then taken to
Willimantic Waste in Willimantic. On occasion, the trucks themselves will have to go to
Willimantic if the compactor is down.
The operation of these trucks is one person, the driver. The Department has kept two of the
rear packers that are used for collection of bagged leaves and bulky waste. If the side loaders
are down for a long time, they have been used in the past when the side loading trucks are
down, but at a price. The crew size increases to 3, and the efficiency drops.

H147 Trailer. Purchased in 1991, the trailer has served the.town well. With our current
equipment, a trailer with larger hauling capacity is needed as the equipment it hauls has
increased in weight over the years.

H18 Medium Duty Dump Truck and H39 5 Ton Dump Truck. The Department has 15 snow
plow routes, each assigned a truck from a pickup to a 10 cubic yard truck. There are no
“spares”. When a truck goes down, the area is assigned to other trucks, resulting in longer
cycle times which can cause issues with safe passage during the snow event. During the “non-
snow” season, these trucks are used for general tasks until we have a major weather event
where material must be removed from the roadside. These vehicles are used to transfer that
material to various town sites for either disposal or processing.

RE: FY23 Vehicle Replacement
The following are the assets that I am recommending to be replaced in the FY23.
My assessment of each, are based off of their current mechanical state, physical condition
and reliability to the fleet.
$20 is a 2016 PETERBILT 320, REFUSE TRUCK, VIN-3BPZLJOX2GF100839
currently with 75,825 mi, 8,181hrs. Per the Fleet Management plan this vehicle is
scheduled to be replaced in FY23. The replacement schedule for S20 is
a SEVEN year
replacement plan that has proven to be an accurate guideline. S20’s mechanical integrity
is adequate as of date with a few moderate repairs to the drivetrain. The chassis and body
are showing signs of deterioration caused from corrosion that will continue to worsen as
time goes on. $20 is still a reliable asset to the town but will continue to age quickly, thus
increasing the repair and downtime frequency.
$21 is a 2016 PETERBILT 320, REFUSE TRUCK, VIN-3BPZLJOX9GF100840
currently with 62,247mi, 8,088hrs. $21 also follows the SEVEN year plan and is very
similar to its sister track $20 in terms of its overall physical and mechanical condition.
S21 also mirrors the reliability that S20 displays.
H18 is a 2009 INTERNATIONAL 4300 MEDIUM DUMP/PLOW TRUCK,
VIN-1 GNSKDEC4LR276122 currently has 60,876mi 5,920hrs. H18 is scheduled to be
replaced FY24 however, this is the second year I am highly recommending this truck to
be replaced. Due to the particular type of powertrain, extensive body/chassis
deterioration, the reliability of this truck is continuing to decline. The condition of the
body is rapidly approaching the point of requiring a complete body/major chassis
replacement. The engine was a first time ever design build that was taken out of
production three years after its release leaving many owners of these builds with
countless hours of downtime and heavy repair costs.
H39 is a 2009 INTERNATIONAL 7400 5 TON DUMP/PLOW TRUCK, VIN-
IHTWDAAR29J077349, currently has 60,533mi, 5,288hrs. H39 is scheduled to be
replaced in FY25 however, I am requesting for a second year in a row that this truck to be
replaced. H39 is a very similar to H18
in terms of the engine build and body
deterioration. My assessment of this truck mirrors H18 with an increased amount of
a
downtime for repairs that would normally have not been seen in other trucks of this type
given the mileage and hours.
H147 is a 1991 ROSCO 3TON UTILITY TRAILER, VIN-
1YB411327M1B1T617, mileage & hours are unavailable because of the type of asset.
This trailer has been a reliable unit to the highway department over its lifetime. Due to
the age, frame deterioration and the increasing limited use abilities I recommend this
trailer to be replaced in
FY23. If approved for replacement, I recommend we upgrade to a
larger equipment transport trailer that gives the department more versatility. A 12ton
trailer would immediately increase the logistical efficiencies for the highway department.
For example, a trailer of this size would be able to move several pieces of equipment to
and from job sites in one trip versus making several trips. In addition to our current
needs, a trailer of this size would also be needed in order to transport a mini-excavator
with accessories if approved in the future.
All of the above assets that I am requesting to be replaced, are a high priority to
the town and the requirements of the Public Works Department. Given the nature of
today’s current back log of parts, build demand increases while a decrease in production
of equipment builds. Once these orders are placed, the delivery lead time has increased to
a 4-6month lead time. An example would be our most recent refuse truck build. This
process was started in October of 2019 with the replacement proposal steps. Early
summer of 2020 we started the process of building the chassis and body specs with the
chosen manufacturers. By the fall season this step was completed and the purchase orders
were signed. From this point forward the typical delivery time is one year. The time that
this process takes to complete, the age and repair costs continue to increase while the
reliability decreases.
