TITLE: Recommendation for Consultant for the Plan of Preservation, Conservation, and Development 
Update 
 
 
Five consulting firms submitted proposals to assist the Planning and Zoning Commission with the 
upcoming update to the POCD. They included Planimetrics, BFJ Planning, SLR International Corporation, 
FHI Studio, and Hardesty and Hanover.  Fee proposals ranged from $50,015 to $151,000.  
 
All firms generally demonstrated the capacity to assist the Commission with this project. The lowest 
proposal included significantly fewer overall hours and a more generalized approach to the project than 
the Planning and Zoning Commission desired.  The Commission reviewed proposals and interviewed two 
firms whose experience, expertise, and proposed price most closely aligned with the advertised scope of 
services.  Based on proposals and the subsequent interview, the Planning and Zoning Commission voted 
at its regular meeting on Tuesday, May 10th to recommend that FHI Studio be awarded the contract in 
the amount of $102,272.  $100,000 would be funded from the existing Capital appropriation, and the 
remaining $2,727 would be funded from the Commission’s Professional Fees budget line.  
 
For reference, the scope of services and deliverables for this project were advertised as follows:  
Scope of Services   
1. Review the existing POCD and other relevant plans and documents, including the Town 
Center Vision and Strategic Plan, Affordable Housing Plan (which is intended for adoption 
as a subsection of the POCD), and Climate Change Vulnerability, Risk Assessment, and 
Adaptation Study, Harbor Management Plan, Hazard Mitigation Plan, Watershed 
Management Plans, and State and Regional plans to ensure consistency in 
recommendations for policy outcomes and implementation strategies.   
2. Update relevant data, including but not limited to demographic, land use, housing, 
transportation, economic, utilities, historic resources, etc. Update or generate new maps 
and graphics.

3. Develop a comprehensive update to Waterford’s POCD that identifies and provides 
direction on issues of land use, conservation, open space management, transportation, 
energy and utilities, housing, resiliency, coastal resource management and climate 
change impact, equity, economic development, historic preservation, and community 
services.   
4. Execute a robust and creative public engagement program in partnership with POCD 
Committee and Town Staff. The engagement program should, at a minimum, include a 
project website, strategies to ensure meaningful public participation, and a summary of 
proposed meetings within the project timeline. The engagement program should 
proactively identify ways to engage underrepresented members of the community and 
provide equitable opportunities for participation.  
5. Assess 
the

recommendations for strategies, services, and organizational capacity to achieve 
economic development goals. The assessment should include an evaluation of 
Waterford’s role in the regional economy and identify growth opportunities.

At the end of the project, the successful firm will deliver:  
• 
A comprehensive update to Waterford’s POCD that meets Connecticut’s statutory 
requirements. The final document will be provided in print (and ready-to-print) and 
digital formats. Materials will be user-focused, easily navigable, with clear graphics and 
searchable text (digital format).    
• 
Draft materials in print (as needed) and digital formats.  
• 
An executive summary identifying key issues and objectives raised in the final plan.  
• 
Single Page summary documents highlighting key goals identified in the Plan and actions 
associated with achieving them. The final number of summary pages TBD with the 
selected firm.  
• 
A digital form to assist Town Staff in drafting annual reports to the Planning and Zoning 
Commission on implementation progress.  
• 
GIS data for use in future municipal planning activities.

  ADMINISTRATIVE INSTRUCTIONS 
The Town of Waterford requests proposals from qualified planning consulting firms to 
partner with the Town in updating its Plan of Preservation, Conservation, and 
Development (POCD). Waterford’s POCD was last completed in 2012, with a supplement 
adopted in 2015.  
Demonstrate experience in successfully writing and updating POCDs in the State of 
Connecticut and in conformance with Connecticut General Statutes. Firms should 
clearly illustrate expertise in evaluating current and desired conditions in a community’s 
land use, conservation, transportation, energy and utilities, housing, historic 
preservation, resiliency, equity, economic development, and community services 
infrastructure. Firms should demonstrate expertise in mapping, interpreting and 
generating relevant data, facilitating consensus surrounding community goals and 
objectives, and crafting achievable implementation actions. Substantial expertise in 
public engagement is desired.  
Proposals should be sent to the Town Hall, Purchasing Department 15 Rope Ferry Road 
Waterford, CT 06385 where they will be opened in the Louise Appleby Room. Late 
proposals will not be accepted and it is the responsibility of the bidders to ensure that 
Proposals (including Signed addenda) arrive in the Town's purchasing office by the date 
and time listed above. 
 
        The Town reserves the right to accept or reject any or all Proposals, to waive 
irregularities and/or  informalities and to disregard all non-conforming, non-responsive, 
unbalanced or conditional Proposals. The Town of Waterford complies with all Equal

proposal submittal. Questions/Requests for Information: All Questions shall be submitted in writing

date. Bidders shall not attempt or engage in any ex parte or verbal communications with Town

 The Town of Waterford Town reserves the right to reject any or all proposals  thereof, to accept

Ownership of Documents – All qualification statements, bids and Proposals submitted by Bidders are 
to be the sole property of the Town and subject to the provisions of the Connecticut General Statutes 
(re: Freedom of Information). 
 
Ownership of Subsequent Products – Any work product, whether acceptable or unacceptable, 
developed under a contract awarded as a result of this Request for Proposal is to be the sole property 
of the Town unless stated otherwise in the Request for Proposal or contract. 
 
Timing and Sequence – Timing and sequence of events resulting from this invitation to Proposal will 
ultimately be determined by the Town. 
 
No Oral Agreements – The Town, its agencies and employees, shall not be responsible for any alleged 
oral agreement or arrangement made by a Bidder with any agency or employee of the Town or 
District. 
 
Rejection for Default or Misrepresentation – The Town reserves the right to reject the Proposal of 
any Bidder that is in default of any prior contract or for misrepresentation. 
 
Assigning, Transferring of Agreement – Bidders are prohibited from assigning, transferring, 
conveying, subletting or otherwise disposing of this agreement, their rights, title or interest therein

Firms should clearly identify their approach to performing the scope of services and providing all 
deliverables. Information in the proposal should include:  
• 
Description of Firm(s) history, expertise, and experience.  
• 
Identification of key team members and qualifications.  
• 
Clear public engagement strategy that meets the objectives identified in the scope of 
services. The strategy should include in-person and virtual tools.  
• 
For budgeting purposes, firms should anticipate a minimum of eight in-person committee 
meetings, ongoing discussions with Town planning staff, three general in-person public 
meetings to present draft and final plans, and two presentations at the time of final plan 
adoption. Up to five additional meetings for topic-specific discussions with the public, 
Boards and Commissions, or a combination thereof should be anticipated. A per-meeting 
cost for in person and virtual meetings proposed above the minimum amount should be 
provided.  
 
Submission Requirements 
 
The Proposal response should reflect clearly and accurately the capabilities, knowledge, 
experience, and Town of the Respondent to meet the requirements of the project and the  RFP. At 
a minimum, this will include submission of the following information:

Letter of Interest

Firm Description 
• Relevant Experience,  
• 
Online project management experience, such as conducting meetings via Zoom and/or 
similar platforms 
• 
Resumes of Project Team 
• Statement indicating the firm is independent, properly licensed to practice in Connecticut, 
and has no conflict of interest with regard to any other work performed by the firm for the 
Town of Waterford Town 
• Fee Schedule, itemized rate schedule, including typical hourly charge rates for labor  
classifications anticipated. 
• 
References (minimum of three within the last five years) 
• 
Other information deemed necessary to support the proposal 
 
Conditions of Request and Requirements 
 
The following conditions apply to this RFP: 
 
• The Town of Waterford reserves the right to withdraw this RFP without prior notice. 
Further, the Town makes no representations that any agreement will be awarded to any 
firm submitting a proposal.

• The Town reserves the right to reject any and all proposals submitted in response to this 
request and to reject and sub-consultant or individual working on a consulting team. 
• 
Any changes to the proposal will be made by addendum. 
• In any event, the Town shall not be liable for any pre-contractual expenses incurred by any 
proposal or Consultant. This shall include pre-contractual expenses such as preparing the 
Proposal, submitting the proposal to the Town, negotiating   with the Town on any matter 
related to the Proposal or other expenses incurred prior to the date of award for any 
agreement related to the services herein described. 
• No prior, current or post award verbal agreements with any officer, agent of employees of 
the Town shall affect or modify any terms or modifications of this  RFP or any contract or 
option resulting from this process. 
• The Town reserves the right to waive any minor irregularities, informalities or oversights at 
its sole discretion. The term “minor” as used herein means any proposer or Town 
irregularities or oversights that do not materially affect or alter the intent and purpose of 
this RFP, and is not in violation of any State of Connecticut or Federal Government rules, 
laws and regulations that may apply to this procurement.

Selection Team 
Town of Waterford Town staff will rate prospective consultants (firms) for this work using only 
objective criteria based upon the information obtained from the proposals. 
 
Selection Criteria 
The Town will use the following when evaluating the submittals received in response to this RFP:

Background and experience of firm and personnel  
• 
Past performance and service on similar assignments / projects  
• Proposed approach to completing the project objective (proposed scope of work)  
• 
Technical qualifications (staff who will work on the project)  
 
Selection Procedure 
 
Consideration of a prospective consultant’s (firm’s) proposal will be made only if the prospective 
consultant meets all the minimum requirements of this RFP. The Town reserves the right to adjust, 
increase, limit, suspend or rescind the rating based on subsequently learned information. The Town 
reserves the right to award a contract to the firm or firms that present the best qualifications and 
which best accomplish the desired results. 
 
Any consultant (firm) deemed not qualified, or consultants (firms) who’s rating changes sufficiently 
to disqualify them, will be notified in writing. No consultant shall have the right to an appeal based 
upon an incomplete or late submission of the proposal.

Request for Supplemental Information: The Town reserves the right to require, from any  or all 
consultants (firms) supplemental information that clarifies submitted materials. 
 
Questions: All questions regarding this solicitation should be directed to the Town representative 
listed in this RFP. Do not attempt to contact other Town staff members regarding your submittal 
or any related proposal submittal. 
 
Incomplete Proposal: Incomplete and/or unsigned submissions will not be considered. However, 
if a submission is incomplete, and if it appears that the omission can be corrected  promptly, the 
affected firm may be contacted and offered the opportunity to complete the proposal and provide 
the required information within a prescribed amount of time, which will not be extended. If a firm 
does not respond within the time stated, the proposal will not be considered. 
 
Rejection of Submitted RFP: Proposals that are not current, accurate, and/or completed accurately 
in accordance with the prescribed format shall be considered non-responsive and eliminated from 
further consideration. The Town of Waterford reserves the right to accept or reject any or all 
Proposals or proposals; to waive any technicality in a Proposal or proposal or part thereof 
submitted, and to accept the Proposal deemed to be in the best interest of the Town of Waterford.  
Further, the Town reserves the right to split Proposals and quotations among two or more Bidders.   
The Town reserves the right to reject any Proposal submitted by a joint venture if the Town 
determines that any entity to the joint venture fails to satisfy the Town’s requirements (i.e., 
bonding, insurance, qualifications, responsibility). 
 
Selection Process Termination: The Town reserves the right to terminate the selection process, at 
any time, without making an award to any or all consultants. 
 
Disqualification: Factors such as, but not limited to, any of the following may be considered just 
cause to disqualify a proposal without further consideration: 
- 
Any attempt to improperly influence any member of the selection staff; 
- 
Existence of any lawsuit, unresolved contractual claim, or dispute between  consultant 
and the Town; 
- 
Evidence of consultant’s inability to successfully complete the responsibilities and  
obligations of the proposal; and 
- 
Consultant’s default under any agreement, which results in the termination of the 
agreement. 
 
Undue Influence: All firms submitting proposals declare and warrant, on a separate attachment, 
that no undue influence or pressure is used against or in concert with any officer or employee of 
the Town in connection with the award or terms of the Agreement that will be executed as a result 
of award of this contract, including any method of coercion, confidential financial arrangement, or 
financial inducement. No officer nor employee of the Town will receive compensation, directly or 
indirectly, from the consultant, or from any officer, employee, or agent of the consultant, in 
connection with the award of the Agreement or any work to be conducted as a result of the 
Agreement.

No Conflict of Interest: Bidder certifies, by submitting a proposal, that no owner, employee or 
family member (defined for purposes of this RFP as a spouse, parent, sibling or child) of an owner 
or employee of bidder is a current or former employee of the Town.  Bidder further certifies that 
no owner or employee of bidder has any interest, direct or indirect, which is incompatible with the 
proper discharge of the proposed duties in the public interest or that would tend to impair Bidder’s 
independent judgment or action in the performance of the proposed duties. 
 
Bidder certifies that it does not have any past, present or currently planned interests which are an 
actual or potential organizational conflict of interest with respect to performing the work for Town 
under this RFP. 
Bidder hereby covenants and agrees that no employee, elected official or appointed official of the 
Town has any interest in this Agreement or will directly or indirectly benefit therefrom. 
 
Employment of Certain Persons Prohibited.  No person under the age of sixteen years and no person 
who at the time is serving sentence in a penal or correctional institution shall be employed on the 
work covered by this Contract. 
Compliance with Town Regulations  
Bidder shall cause all persons performing work pursuant to the contract between Bidder and the 
Town to comply with all Town requirements, including instructions pertaining to conduct and to 
building access and related requirements issued by the Town. All personnel shall wear readily visible 
identification in a form that is satisfactory to the Town. The Town may promulgate and modify from 
time to time rules and regulations relating to conduct as the Town, in its sole discretion, may 
determine, and the contractor shall cause all persons performing work to comply with any such 
requirements. 
Confidential Information  
Bidder shall cause all persons under its control who are providing services or materials under or 
through Bidder’s contract with the Town to preserve and protect all information of the Town to 
which they may have access during the performance of work as confidential.  Bidder expressly 
acknowledges that if the facilities that are the subject of the Project are school facilities or public 
buildings, the security and safety of the occupants, users and general public are of paramount 
importance and Bidder shall observe and enforce appropriate security protocol to ensure the safety

Since our inception 34 years ago, FHI Studio has specialized in strategic public involvement
and community planning, We have been involved with high-profile projects throughout the
Northeast and Mid-Atlantic. We have served over 15 regional planning agencies and 60
municipalities in various community planning and public involvement roles.
FHI Studio has selected highly experienced senior staff 
to be directly involved with this
planning effort, Each team member is passionate about their work and provides the highest
level of service to our clients. We combine technical expertise with creativity and innovative
problem solving to deliver projects in the most straightforward and effective manner
possible, Our staffing plan includes a diverse and multilingual team of experts that will be
present and engaged throughout the planning process.
Francisco Gomes, AICP, will serve as FHI Studio's Senior Advisor. Francisco brings over
twenty years of community planning, urban design, and public outreach experience with
a focus on and passion for innovative engagement and clear, implementable planning
products. Over the past few years, he has served as Project Manager for our POCD work in
Bridgeport, West Hartford, and Monroe and zoning efforts in Hartford and Bristol.
Francisco will be working closely with Rory Jacobson, AICP who will serve as Project
Manager, Rory has extensive experience developing actionable POCDs jn Connecticut,
Including Monroe, Woodbury, Bridgeport, and Litchfield. Rory also brings to the team her
vast community engagement experience and urban design skills. Parker Sorenson, PE will
provide extensive experience in transportation and infrastructure planning and Stephanie
Dyer-Carroll, AICP will lead cultural and historic resource planning efforts. They are thrilled
to have an opportunity to work with the Town of Waterford on this exciting endeavor.
If selected, we will collaborate with the Town to apply best practices in helping to spur
engaged communities and economic growth in the Town. This proposal presents an
overview of our approach, our team, individual staff qualifications, and work samples.

Update
FHI Studio worked to develop a comprehensive Master Plan served by a
robust public outreach campaign. 
The Plan breaks from previous plans by
engaging a broader cross-section of Bridgeport residents and constituents,
incorporating the use of technology in plan development and distribution,
and creating a policy-focused document that is easy to read. Project tasks
included engaging the public in conversations on such topics as public
health, community resiliency, economic development, and equitable
growth; and developing clear, achievable priorities and action items based
upon that community dialogue. The Plan focused on “planning with the
community, not for the community,” by providing residents and visitors to
Bridgeport every opportunity, across various mediums, to express their
thoughts on the challenges facing Bridgeport as well as their vision for a
stronger, bolder Bridgeport. Instead of relying solely on traditional large-
scale community meetings, Plan Bridgeport brought opportunities to the
people by establishing a presence through smartphones and computers,
at community events, and in Bridgeport's frequented public spaces, Online
surveys, mapping tools, and project informational booths at community
events allowed those with busy schedules to participate as part of their
daily lives,

opportunities for the Town to sustain its population and adopt a changing
retail landscape and housing preferences.
