First Selectman Robert Brule called the June 21, 2022 Regular Meeting to order at 5:01 P.M.

ITEM 4A — Disposition Thermal Imaging Camera
MOTION by Nazarchyk, seconded by Sabilia, to approve a recommendation from Rawle Dummett,
Purchasing Agent, on behalf of Fire Services for the disposal of: 2013 Scott Thermal Imaging Camera
#101250.

ITEM 4B — Disposition Cross Country Trailers 49204031607, 9204031606
MOTION by Nazarchyk, seconded by Sabilia, to approve a recommendation from Rawle Dummett,
Purchasing Agent, on behalf of Recreation & Parks Dept. for the disposal of: Cross Country Trailer
#9204031607, Cross Country Trailer #9204031606.

ITEM 5 — Bid Waiver Rafferty Fine Grading Inc.
MOTION by Nazarchyk, seconded by Sabilia, to approve a recommendation from Rawle Dummett,
Purchasing Agent, on behalf of the Public Works Department, to approve a Bid Waiver to Rafferty Fine
Grading Inc. in the amount of $284,000 from Line Item #20511-57877 Resurface Roads, Lakes and
Ponds, etc.
MOTION by Sabilia, seconded by Nazarchyk, to amend the amount to $248,000

ITEM 6 — Bid Waiver — Otis Elevator Service
MOTION by Nazarchyk, seconded by Sabilia, to approve a recommendation from Rawle Dummett,
Purchasing Agent, on behalf of the Public Works Department, to approve a Bid Waiver to Otis Elevator
Service in the amount of $249,965 from Line Item #20511-57874 Elevator Recondition Town Hall and
Youth & Family Services.

Discussion ensued in regard to the backup not properly accounting for the total amount. Sabilia noted
that the electrical component of the bid is not identified and the amount of the request is not accounted
for in the backup.
MOTION by Sabilia, seconded by Nazarchyk, to table the item to ailow staff time to compile additional
backup.
MOTION TO TABLE PASSED: Unanimous
ITEM 7 ~ Library In Series Transfer
MOTION by Nazarchyk, seconded by Sabilia, to approve a request for an In Series Transfer from the
Library Director, Chris Johnson, in the amount of $2,621.

ITEM 8 — Finance — Inter-Department Transfer
MOTION by Nazarchyk, seconded by Sabilia, to table until the next meeting.

Emergency Management Director, Steven Sinagra, in the amount of $14,030.

MOTION by Nazarchyk, seconded by Sabilia, to approve a request for an Out of Series Transfer from the
Recreation & Parks Director, Brian Flaherty, in the amount of $1,500.

MOTION by Nazarchyk, seconded by Sabilia, to reappoint Michael Buscetto II! to the Youth & Family
Advisory Committee. (Term 06/01/2022 — 05-31-2025)

ITEM 12B — Youth & Family Advisory Committee
MOTION by Nazarchyk, seconded by Sabilia, to reappoint Erin McNamara to the Youth & Family
Advisory Committee. (Term 06/01/2022 — 05-31-2024)

ITEM 12C ~ Planning and Zoning Commission
MOTION by Nazarchyk, seconded by Sabilia, to correct the term of Victor Ebersole to the Planning &
Zoning Commission from the 06/07/2022 Meeting. (Term 11/15/2021 ~ 11/14/2026)

ITEM 12D ~ Waterford East Lyme Shellfish Commission
MOTION by Nazarchyk, seconded by Sabilia, to reappoint Larry Tytla to the Waterford East Lyme
Shellfish Commission. (Term 06/01/2022 — 05-31-2026)
MOTION PASSED: Unanimous
ITEM 13 — New Business
BOS Member Sabilia noted that the Municipal Complex Building improvements Committee had taken a
unanimous vote to recommend to the town that since the committee has voted on the final invoices,
and are under budget and the project is complete, it should disbanded.
The body was reminded that the presentation, “Principals of Community Engagement”, by Kevin Booker
Jr. is next week,
BOS Member Nazarchyk stated that the Waterford Day Parade was being planned for 08/13/2022 and
that other events were being planned in conjunction.
BOS Member Sabilia noted that she attended the presentation at the library about the Amistad and was
impressed with the information presented and the amount of people that attended.

MOTION by Nazarchyk, seconded by Sabilia, to accept the Tax Refund as presented.
