3.° Fire Services: To consider and act on a resolution recommending an
appropriation and bond authorization of $12,000,000 for the construction of a
new Town of Waterford Oswegatchie Fire Station:
RESOLVED, that the Board of Selectmen recommends that the Town of
Waterford (the “Town”) appropriate $12,000,000 for the demolition of the
existing building and the construction of a new Town -of ‘Waterford
Oswegatchie Fire Station as described in the plans prepared by Silver Petrucelli
& Associates, for the Oswegatchie Fire Station Building Committee (the
“Project”).. The appropriation may be expended for design, demolition,
construction, renovation and installation costs, engineering and professional
fees, fixtures, ‘fumishings, materials, equipment, purchase costs, legal fees,
financing costs, interest expense on temporary borrowings, and other costs
related to the Project. The appropriation shall include any federal, state or other
grants-in-aid received for the Project. The Oswegatchie Fire Station Building
Committee is authorized to determine the scope and particulars of the Project.
The Oswegatchie Fire Station Building Committee may reduce or modify the
scope of the Project within this appropriation and the entire appropriation may
be expended on the Project as so reduced or tnodified.
FURTHER RESOLVED, that the Board of Selectmen recommends that the

Town finance the appropriation by issuing the Town’s bonds, notes, temporary
notes or other obligations in an amount not to exceed $12,000,000 or so much
thereof as may be necessary after deducting grants to be received for the
Project.
FURTHER RESOLVED, that the Board of Selectmen hereby refers the Project
to the Town of Waterford Board of Finance for its recommendation.

Dear Chairman Tuneski,
T understand that the project architect, SPA, is nearing completion of the final design drawings for
the new Town Fire Station. With that in mind, I respectfully request that you ask the Oswegatchie
Fire Station Building Committee to work with Downes, the Project Manager, to prepare a detailed
cost estimate for the new facility based on SPA’s completed plans.
Having a current and comprehensive estimate will ensure that the Oswegatchie Fire Station
Building Committee, the Board of Selectmen (BOS), the Board of Finance (BOF), and the
Representative Town Meeting (RTM) have the most accurate and transparent information
available to guide their decision-making, particularly regarding potential bonding for the project.
From what I understand, Downes’ estimate should be ready in the second half of June.
In the interest of due diligence and fiscal responsibility, I intend to propose to the Board of
Selectmen tonight that we table the bonding resolution until these updated figures are available. I
will also encourage ‘both the Board of Finance and the Representative 
Town Meeting to do the

same. A decision of this financial scale requires careful consideration, and we owe it to the
taxpayers of Waterford to proceed with the clearest possible understanding of the costs involved.
Please also extend, on behalf of the Board of Selectmen and the residents of Waterford, our sincere
gratitude to the Oswegatchie Fire Station Building Committee. The dedication and professionalism
demonstrated by the Committee through nearly fifty meetings over the past two and a half years
is deeply appreciated.
