Youth Services: To consider and act on a request fora FY25 transfer from the
Human Services Administration, Dani Gorman, in the amount of $5,000
(stipend -from BOE), ° from line # 10119-48719 to. line “#10119-51110
(Administration) and forward on to the Board of Finance if approved.

Youth Services: To consider and act on a request for a FY25 transfer from the
Human Services Administration, Dani Gorman, inthe amount of $14,103
Annual Grant from the Department of Children and Families in the amount of
$14,103, line # 10119-44480 and forward on tothe Board of Finance ‘if
approved to the following lines:
* $12,000 to line #10119-51210 (Clerical)

6. 
Fire Services: To consider and act on a recommendation from Shea Davy,
Purchasing Agent, on behalf of the Director of Fire Services, Chris Haley, to
award the bid to Courville’s Garage, MES and Bulldog Fire Apparatus for
Emergency Vehicle Maintenance & Repair Services with contracts dates
from 7/1/2025 through 6/30/2028. Funds will be available from line #10123-
53070, (Auto Repairs).
MOTION by Muckle, seconded by Attanasio, VOTING IN FAVOR: 3-0 PASSED
7. 
Recreation & Parks: To consider and act on the following request for a
FY25 Out-of-Series Transfer from the Director of Recreation and Parks,
Ryan McNamara, in the amount of $13,000 to cover an increase for
onboarding background checks, hearing tests, unexpected costs with Arnie
Holmes Jr. Park and replacement engine for P54 and forward on to the Board
of Finance if approved.
MOTION by Muckle, seconded by Attanasio, VOTING IN FAVOR: 3-0 PASSED

Police Department: To consider and act on the following request for a FY25
In-Series Transfer from the Chief of Police, Marc Balestracci, in the amount
of $7,000 to cover increased costs until June 30, 2025.
MOTION by Muckle, seconded by Attanasio, VOTING IN FAVOR: 3-0 PASSED

Police Department: To consider and act on the following request for a FY25
In-Series Transfer from the Chief of Police, Marc Balestracci, in the amount
of $9,000 to cover employee payout due to retirement and out-of-cycle pay
increase for Chief of Police.
MOTION by Muckle, seconded by Attanasio, VOTING IN FAVOR: 3-0 PASSED
10. Finance: To consider and act on the following request for a FY25 Out-of-
Series Transfer from the Director of Finance, Kim Allen, in the amount of
$2,000 to cover educational costs per union contract and office supplies and
forward on to the Board of Finance if approved.
MOTION by Muckle, seconded by Attanasio, VOTING IN FAVOR: 3-0 PASSED
11. Appointments & Resignations:
Ila. To consider and act on the re-appointment of Doris Crum (D) to the
Planning and Zoning Commission to fill the term of 7/1/25-6/30/28 as an

Subject: Town of Waterford Energy Project
Jay,
Thank you for taking the time to me with me and Jon Mullen yesterday. After reviewing the proposal in
detail and after speaking to First Selectman Brule the Town of Waterford would like to move forward
with the project with the discussed additions (Town Hall, Jordan & Goshen Fire Houses (if needed}, Fire
Services and the details on the Youth Service building.
However, | would like to add to the scope of the project if possible. Can you add The Friendship School
to the project as the Town will take ownership of the building in the near future. It is the school
adjacent to the Community Center.
Secondly, under a separate project apart from the town, can you please review and create a proposal
for a Eugene O'Neal Theatre located at 305 Great Neck Road, Waterford. 
| believe that there are 7
buildings on this property that would be part of this new proposal. This would fall under a separate
project just like the Utility Commission would; however, | would be the contact for these buildings.
