PLEDGE OF ALLEGIENCE


PRESENT:	Chairman Mark Gelinas, Commissioner Rob Brule, Commissioner James Dimmock, Secretary Christopher Gamble	

DEPARTMENT:	Chief Mahoney, Lt VanOverloop, Traffic Officer Jake Nickerson, Lt. Marc Balestracci, CSO Andrew Reed

NOT PRESENT:	Vice President Thomas Sheridan


CALL TO ORDER AND ESTABLISH QUORUM:
Chairman Gelinas called the meeting to order at 5:00 p.m. A Quorum was established.

PUBLIC INPUT- No public input

ACCEPTANCE OF MINUTES: Acceptance of the Meeting Minutes of June 2021 meeting.

MOTION: made by Commissioner Brule and SECONDED by Commissioner Gamble to accept the meeting minutes of June 2021.    1 abstained the motion PASSED.  

CORRESPONDENCE:  Letters of recognition were read.

TRAFFIC COMMISSION REVIEW AND TRAFFIC REPORT 
Traffic Officer Nickerson reviewed the report with the Commission.  Report was received.
Traffic Officer Nickerson has been conducting research of the traffic issue on Niantic River Rd. There was discussion on the next course of action.   

MOTION- Commissioner Dimmock made a motion for Officer Nickerson to move forward with fog lines and pedestrian signs on Niantic River Rd, and to do research on other roads in each district of Town to ascertain where the same course of action would be beneficial, and also for Officer Nickerson to research the cost of Optical Speed Bars and bring the information to the next scheduled BOPC meeting.  The motion was seconded by Commissioner Gamble.  The motion passed.

OLD BUSINESS
Oswegatchie Carnival is still being investigated Chief will keep the Commission up to date as to the progress.
Body Camera Issue- most of the issues have been rectified and LT. Silva continue to work with watchguard
Waterford Country School- The police have responded to less calls and there has been no communication with the staff and the PD
NEW BUSINESS

In series line item transfers- reviewed
LEC funds- The LEC funds may increase for next year as they have had a rise in the cost of operations.
Request to Surplus Vehicles that are no longer used in the fleet.
MOTION was made by Commissioner Dimmock to surplus the vehicles, seconded by Commissioner Gamble the Motion passed
LT Balestracci presented a slide show in regards to the Comfort Dog Program. A MOTION was made by Commissioner James Dimmock to have the Waterford PD participate in the program and to move forward with getting a dog.  The motion was seconded by Commissioner Gamble, the motion Passed.
August meeting- A MOTION was made by James Dimmock to Cancel the August 2021 Board of Police Commissioners meeting the motion was seconded by Commissioner Gamble the motion passed.
New AFIS machine- Chief Mahoney reports that the state will be implementing a new system for finger print processing as they switched vendors and that we will be unable to process finger prints starting July 24th and will last for a period of four (4) days.





ADJOURNMENT

 Motion was made to adjourn by Commissioner Gelinas, and Seconded by Commissioner Sheridan.  Motion PASSED , meeting adjourned at 5:57 pm
