Meeting
9/13/21 @ 5:00 PM
PLEDGE OF ALLEGIENCE
PRESENT: 
Chairman M Gelinas, Commissioner R Brule, Commissioner J Dimmock,
Secretary C Gamble, Vice Chairman T Sheridan
DEPARTMENT: 
Chief Mahoney, Sgt. David Ferland, Traffic Officer Jake Nickerson, Lt.
Marc Balestracci, CSO Andrew Reed
NOT PRESENT: 
Liason Mark Geer
CALL TO ORDER AND ESTABLISH QUORUM:
Chairman Gelinas called the meeting to order at 5:00 p.m. A Quorum was established.
PUBLIC INPUT- No public input
ACCEPTANCE OF MINUTES:
Acceptance of the Meeting Minutes of July 12, 2021 meeting.
MOTION: made by Commissioner Brule and SECONDED by Commissioner Gamble to accept
the meeting minutes of July 12,2021. 
1 abstained the motion PASSED.

MOTION: made by Commissioner Brule and SECONDED by Commissioner Gamble to accept
the meeting minutes of July 27, 2021 special meeting. Motion PASSED.
CORRESPONDENCE:
Letters of recognition were read.
There will be a ceremony on Oct.1 @ 3:00 pm in the auditorium at the town hall for Officers
Charron, and Donovan, as well as Thomas Viens III retirement, and Raymond Carroll III
promotion to Detective.
TRAFFIC COMMISSION REVIEW AND TRAFFIC REPORT
Traffic Officer Nickerson reviewed the report with the Commission. Report was received.
A. Officer Nickerson reviewed a request for a dead end sign at the corner of Vauxhall St. and
Silva Lane.
MOTION- Was made by T. Sheridan to put a dead end sign up at the Corner of Vauxhall St. and
Silva lane, the motion was seconded by J. Dimmock, the motion PASSED.
B. Officer Nickerson Presented the quote for fog lines and optical speed bars on Niantic River
Rd. The Quote is from SMC Safety Marking INC. in the amount of 8413.32.
MOTION- J. Dimmock made a motion to appropriate the money for the fog lines and optical
speed bars on Niantic River Rd, T. Sheridan seconded the motion, the motion PASSED
CHIEF’S REPORT

Amy Bonatti has resigned, she accepted a position elsewhere for higher wages.

OLD BUSINESS
a. 
Waterford Country School- This is an ongoing problem and we are still going there often.
b. Town Wide Speeding issue was addressed during the Traffic Commission Report.
c. 
AFIS machine- The new IDEMIA fingerprint machine is up and running. The old AFIS
machine is of no use to us and will be destroyed. Chief Mahoney stated that Vinyl Tech
is running a Criminal Justice Program and they are looking for equipment, an AFIS
machine is on their list of things they are looking for, the hard drive would be removed so
no data would transfer with the machine.
MOTION: T. Sheridan made a motion to donate the AFIS machine to Vinyl Tech and to replace
the hard drive. The motion was seconded by J. Dimmock, motion PASSED.
NEW BUSINESS
a. 
End of year line item transfers-
MOTION was made by T Sheridan to allow necessary end of the year line item
transfers to close out the 20-21 budget. The motion was seconded by J Dimmock, the
motion PASSED
b. Traffic Stop initiative/traffic stops- R Brule thanked the officers for their enforcement.
c. Police Chiefs Valor Awards- for Pat Flanagan, and Peter Barrows to be held on 9/15,
as well as MADD awards for Officers Zachary Caler and Pat Epps. Two of the Three
DRE Officers will also be present to be recognized. Officer Gil Maffeo, and Lt. Marc
Ballestracci will be present, Officer Ryan DiFusco will not be able to attend.
d. 
Sgt. D Ferland did a presentation on the new Marijuana laws.
Commissioner Sheridan brought up speed bumps on Beach Rd. going down to the beach, he
states that around 2 years ago it was voted on in a BOPC meeting and he would like this to be
revisited and acted upon. There is a question as to who would pay for the speed bumps to be
installed. R. Brule will follow up and report back to the commission.
ADJOURNMENT
MOTION was made to adjourn by Commissioner Gelinas, and Seconded by Commissioner
Sheridan. Motion PASSED , meeting adjourned at 5:57 pm
