MINUTES BOARD OF POLICE COMMISSIONERS December 13, 2021 ZOOM Meeting ID 850 4161 4113 PRESENT: Commissioner J. Dimmock, T. Sheridan Vice Chairman, C. Gamble Secretary, R. Brule Commissioner & B. Welch-Collins BOF Liason ABSENT: M. Gelinas Chairman DEPARTMENT: Interim Chief M. Balestracci, Sgt. D. Ferland, LT N. VanOverloop, LT T. Silva. OFC, J. Nickerson, CSO Andrew Reed ? LEGAL COUNCIL: Attorney E Duggan PLEDGE OF ALLEGIANCE: CALL TO ORDER AND ESTABLISH QUORUM: Secretary Gamble called the meeting to order at 5:00 p.m. in the General Meeting Room of the Waterford Police Department. A Quorum was established. MOTION: made by Commissioner Dimmock to move the executive session listed under New Business to the first item on the agenda, the motion was seconded by Commissioner Brule, the motion passes. MOTION: made by Commissioner Brule and seconded by Commissioner Dimmock to enter into Executive Session for the purpose of conducting Employee Performance review at 5:02 p.m. Interim Chief Balestracci and Attorney E. Duggan were included in the executive session. The Board came out of Executive Session at 5:43 p.m. There were no motions made or action taken while in Executive Session. MOTION: made by Commissioner Dimmock to accept the minutes of November 8, 2021 BOPC meeting and seconded by Commissioner Brule, Commissioner Sheridan abstained. Motion passed. MOTION: made by Commissioner Dimmock to accept the minutes of December 8, 2021 BOPC special meeting and seconded by Commissioner Brule, Commissioner Sheridan abstained. Motion passed. CHIEF’S REPORT a. K-9 Reports November Reports were received. b. Investigative Services & Youth Report November Reports were received. c. Training Report November Report was received d. Records Report November Report was received e. CSO Report November Report was received f. Patrol Report November Report was received g. Animal Control Report November Report was received h. Community Engagement Officer Report November Report received OLD BUSINESS NEW BUSINESS a. Return of Military weapons took place and we are no longer in possession of them. The cost to send them back was approximately 600.00. b. Retirement commission- Commissioner Sheridan nominated Commissioner Brule who respectfully declined, due to the fact that he already is on the Commission. MOTION: made by Commissioner Brule and seconded by Commissioner Dimmock to appoint Commissioner C. Gamble to the Retirement Commission, The motion passed. Commissioner Gamble abstained.
