MINUTES BOARD OF POLICE COMMISSIONERS April 11, 2022 at 5:00 p.m. Zoom Meeting ID: 827 5913 3343 PRESENT: Chairman M. Gelinas, Commissioner J. Dimmock, Vice Chairman T. Sheridan, Secretary C. Gamble and BOF Liaison B. Welch-Collins ABSENT: Commissioner R. Brule DEPARTMENT: Chief M. Balestracci, LT N. VanOverloop, LT T. Silva, Sgt. D. Ferland Traffic Officer J. Nickerson, CSO A. Reed PLEDGE OF ALLEGIANCE: PUBLIC INPUT: No public input. CALL TO ORDER AND ESTABLISH A QUORUM: Chairman Gelinas called the meeting to order at 5:00 p.m. in the General Meeting Room of the Waterford Police Department. A Quorum was established. ACCEPTANCE OF MINUTES: MOTION: Made by Commissioner Gamble and seconded by Commissioner Dimmock to accept the minutes from the March meeting. The motion passed. CORRESPONDENCE: Correspondence was reviewed. TRAFFIC COMMISSION REVIEW: Traffic report received. CHIEF’S REPORT: a. K9 Reports for March March report was received. b. Investigative Services and Youth Reports for March March report was received. c. Training Report for March March report was received. d. Records Report for March March report was received. e. Community Service Officer Report for March March report was received. f. Patrol Report for March March report was received. g. Animal Control Report for March March report was received. h. Community Engagement Report for March March report was received. OLD BUSINESS: a. Airbnb letter - Chief Balestracci will reach out to Town Attorney regarding letter from the Police Department to be sent to Planning & Zoning regarding concerns expressed by the neighbors of the Airbnb property. NEW BUSINESS: a. Commissioner Dimmock would like to have a formal process in place for Chief of Police selection. Chief will research departments procedures in other towns. Chief stated that in Waterford, the selection of the police chief is ultimately the Commission’s decision. Commissioner Sheridan stated that the Human Resources Department should be involved in the process. PD job descriptions are currently being updated by HR. b. Chief requested scheduling a special meeting in May for selection of the new Lieutenant and Sergeant. Timing is important as the Chief would like to complete an application the new Lieutenant to attend the FBI National Academy in 2023 and the application process closes on June 1, 2022. All present agreed a special meeting will be scheduled for Monday, May 16, 2022 at 5:00 p.m. c. Chief discussed priorities for the 10-year Capital Improvement Plan and stated that it will be complete on the due date of April 22, 2022. Commissioner Sheridan asked about the status of speed bumps to be put on Beach Road that had been discussed in the past. Chief Balestracci stated that Brian Flaherty, Director of Rec & Parks and the R & P Commission are discussing it. Commissioner Sheridan inquired about the regionalization of the 911 system. Chief reported that that has stalled due to other issues and priorities in the towns involved.
