SPECIAL MEETING MINUTES
BOARD OF POLICE COMMISSIONERS
April 8, 2026 at 5:00 p.m.
PRESENT: Commissioner M. Gelinas, Commissioner R. Brule, Commissioner J. Dimmock,
Commissioner T. Sheridan, Commissioner C. Gamble
DEPARTMENT: Chief D. Ferland, LT N. VanOverloop, LT. P. Flanagan, Sgt. Mike Fedor,
Sgt A. Farrior, Sgt. R. Avdevich, Sgt. P. Epps, Off. Z. Bushwack, Off. P.
Barrows, Off. M. Devine
CALL TO ORDER AND ESTABLISH A QUORUM:
Chairman Gelinas called the meeting to order at 5:00 p.m. in the BOE Conference Room. A
Quorum was established. (
MOTION: Made by Commissioner Dimmock and seconded by Commissioner Sheridan to
enter into Executive Session for Lieutenant and Sergeant interviews at 5:01 p.m. Chief Ferland
was included in the Executive Session. Motion passed unanimously.
The Board came out of Executive Session at 7:59 p.m.
MOTION: Motion made by Commissioner Sheridan and Seconded by Commissioner Gamble
to promote Sergeant Farrior to the rank of Lieutenant effective April 12, 2026 and to continue
the remaining officers on an active promotion list for one year from today’s date. Motion passed
unanimously.
MOTION: Motion made by Commissioner Dimmock and Seconded by Commissioner Gamble
to promote Officer Bushwack to the rank of Sergeant effective April 12, 2026 and to continue
the remaining officers on an active promotion list for one year from today’s date. Motion passed
unanimously.

MOTION: Made by Commissioner Sheridan and Seconded by Commissioner
Gamble to adjourn the meeting at 8:01 p.m. Passed unanimously.
